Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COOMGBEJX Site Location: 3003 NAVY DR <br />Activity Summary <br />Activity Date <br />06/17/2021 <br />Recorded by <br />8:35 AM Received notification that a tanker collision resulted in an approximate MURO <br />100-gallon red dye diesel spill onto the asphalt driveway (Cal OES Control #: <br />21-3212). <br />8:41 AM Called Ruthanne Walker (Environmental Contact for Marathan <br />Petroleum, formerly Tesoro Stockton Terminal) at 949-887-9731. Ruthanne <br />provided on-site contact information, Paul Bruss, Lead Operator at Marathon <br />Petroleum, office phone number 209-337-2405. Ruthanne reported that it was a <br />minor accident and they already contracted Patriot Environmental with ETA one <br />hour and Stockton Hazmat. <br />Searched facility's CERS account and found mobile number for Paul Bruss <br />(209-470-9515). Called Paul and let him know we will be heading out to the site. <br />9:00 AM En route to spill site. Arrived at 9:12 AM. <br />Met with Paul Bruss (Marathon) and Derek Smith and Chris Feathers (both from <br />Patriot Environmental). Observed some of the red dye diesel went into the on <br />on-site drain and sump. The impacted saddle tank was contained by Stockton Fire <br />Department by closing the valve. The diesel spill amount remained at the <br />previously approximated 100 gallons. <br />Discussed with Lead Senior Elena Manzo, (EHD). <br />9:34 AM Left site. Arrived at 9:48 AM EHD <br />Generated complaint. <br />Generated Notice to abate and emailed to Paul Bruss at <br />pebruss@marathonpetroleum.com. <br />Called Paul Bruss for status update on the cleanup. Discussed waste <br />determination and disposition. Patriot was still working but will be done in about <br />half hour. <br />1:50 PM Left EHD to go to spill cleanup verification. <br />Met with Paul Bruss. Paul reported the concrete, drain, and sump were triple <br />rinsed. All water (the standing red dye diesel over the concrete, the red dye diesel <br />in the sump, and all rinse water) was collected by a Vac truck and will be managed <br />as Non-RCRA Hazardous Waste. <br />Derek Smith (Patriot) reported: <br />Four 55-gallon drums were filled to about 50 gallons each with <br />diesel-contaminated liquid for a total of 200 gallons Non-RCRA Hazardous Waste. <br />Three 55-gallon drums were filled with Non-RCRA Hazardous Waste <br />Diesel-Contaminated Solids (absorbents). <br />All waste will be taken to Crosby and Overton. <br />Observed the spill area, drain, and sump to have been cleaned adequately. No <br />diesel odor detected. No oily sheen detected. <br />Left Site. <br />Arrived at END. Generated Prop 65.
