Complaint Investigation Summary Report #: 5105
COMPLAINT ID: COOMGBEJX Site Location: 3003 NAVY DR
Activity Summary
Activity Date
06/17/2021
Recorded by
8:35 AM Received notification that a tanker collision resulted in an approximate MURO
100-gallon red dye diesel spill onto the asphalt driveway (Cal OES Control #:
21-3212).
8:41 AM Called Ruthanne Walker (Environmental Contact for Marathan
Petroleum, formerly Tesoro Stockton Terminal) at 949-887-9731. Ruthanne
provided on-site contact information, Paul Bruss, Lead Operator at Marathon
Petroleum, office phone number 209-337-2405. Ruthanne reported that it was a
minor accident and they already contracted Patriot Environmental with ETA one
hour and Stockton Hazmat.
Searched facility's CERS account and found mobile number for Paul Bruss
(209-470-9515). Called Paul and let him know we will be heading out to the site.
9:00 AM En route to spill site. Arrived at 9:12 AM.
Met with Paul Bruss (Marathon) and Derek Smith and Chris Feathers (both from
Patriot Environmental). Observed some of the red dye diesel went into the on
on-site drain and sump. The impacted saddle tank was contained by Stockton Fire
Department by closing the valve. The diesel spill amount remained at the
previously approximated 100 gallons.
Discussed with Lead Senior Elena Manzo, (EHD).
9:34 AM Left site. Arrived at 9:48 AM EHD
Generated complaint.
Generated Notice to abate and emailed to Paul Bruss at
pebruss@marathonpetroleum.com.
Called Paul Bruss for status update on the cleanup. Discussed waste
determination and disposition. Patriot was still working but will be done in about
half hour.
1:50 PM Left EHD to go to spill cleanup verification.
Met with Paul Bruss. Paul reported the concrete, drain, and sump were triple
rinsed. All water (the standing red dye diesel over the concrete, the red dye diesel
in the sump, and all rinse water) was collected by a Vac truck and will be managed
as Non-RCRA Hazardous Waste.
Derek Smith (Patriot) reported:
Four 55-gallon drums were filled to about 50 gallons each with
diesel-contaminated liquid for a total of 200 gallons Non-RCRA Hazardous Waste.
Three 55-gallon drums were filled with Non-RCRA Hazardous Waste
Diesel-Contaminated Solids (absorbents).
All waste will be taken to Crosby and Overton.
Observed the spill area, drain, and sump to have been cleaned adequately. No
diesel odor detected. No oily sheen detected.
Left Site.
Arrived at END. Generated Prop 65. Emailed to Elena Manzo for review.
Generated Emergency Response Record and site map.
5105 rpt Page 2 of 3
