Environmental Health Department <br />Aboveground Petroleum Storage Act Inspection Report <br />Date: <br />April 25, 2022 <br /> Facility Address: <br /> 800 PESCADERO AVE, TRACY <br /> Facility Name: <br /> MCLANE FOODSERVICE DISTRIBUTION <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 706 CFR 112.8(c)(2) Failed to provide and maintain adequate secondary containment for bulk storage tanks. <br />OBSERVATION: The facility failed to provide and maintain secondary containment for bulk storage tank installations <br />sufficient to hold the capacity of the largest container, including adequate freeboard for precipitation. The two <br />15,000 gallon diesel tanks were observed with insufficient secondary containment. A drain pipe was observed in the <br />south west corner of the containment berm and appeared to lead to a drain outside the containment berm to the <br />west. It is unknown if that drain is closed or open. A sewer drain was observed inside the secondary containment. <br />It is unknown if the sewer drain is open or closed. Page 15 of the SPCC plan states that a drain cover is over a <br />permanently cement sealed drain pipe inside the secondary containment. No drain cover was observed. <br />REGULATION GUIDANCE: (c)(2)Construct all bulk storage tank installations (except mobile refuelers and other <br />non-transportation-related tank trucks) so that you provide a secondary means of containment for the entire capacity <br />of the largest single container and sufficient freeboard to contain precipitation. You must ensure that diked areas are <br />sufficiently impervious to contain discharged oil. Dikes, containment curbs, and pits are commonly employed for this <br />purpose. You may also use an alternative system consisting of a drainage trench enclosure that must be arranged <br />so that any discharge will terminate and be safely confined in a facility catchment basin or holding pond. <br />CORRECTIVE ACTION: Immediately provide and maintain adequate secondary containment for the following bulk <br />storage tanks: Two 15,000 gallon diesel tanks.
