C <br />General <br />This Revised Engineering Feasibility Study (EFS) for the Foothill Sanitary Landfill (FSL) is <br />submitted in response to the following: <br />• August 1, 2014 Notice of Violation (NOV) received from the Central Valley Regional <br />Water Quality Control Board (CVRWQCB). <br />In response to the NOV, The County submitted an Engineering Feasibility Study (EFS) <br />on August 25, 2014. A meeting was held on October 14, 2014 between San Joaquin <br />County (County) and CVRWQCB staff to discuss the EFS. <br />• October 17, 2014 email from the CVRWQCB staff that provided comments to the August <br />2014 EFS and requested additional information. <br />The FSL is located in eastern San Joaquin County at 6484 N. Waverly Road, four (4) miles east <br />of Linden, CA (Figure 1). Land uses within 1,000 feet of the facility are agricultural, primarily <br />grazing. The FSL is a single Class III Waste Management Module on an 800 -acre parcel. This <br />Module is comprised of Module "I", Area 1, and future lined disposal areas. <br />Waste discharged to the FSL includes commercial and household waste, construction/ demolition <br />waste, and agricultural waste. The total capacity of the landfill is approximately 102 million <br />cubic yards. The active life of the facility is estimated to allow disposal at least until the year <br />2058. <br />The first water bearing zone encountered is in sandy gravel at a depth of more than 200 feet (ft.) <br />below the ground surface. Groundwater elevations vary between approximately 38 and 61 ft. <br />mean sea level (MSL) across the site. Groundwater elevations fluctuate less than one (1) foot <br />seasonally. The groundwater is unconfined or partially confined. <br />Above the water -bearing zone, the soil layers are moderately to well -cemented layers of <br />sandstone and siltstone with claystone and conglomerates. This soil is mostly moderately low in <br />permeability with sporadic sandy layers that are more permeable. <br />Landfill Construction <br />Module "I" is unlined, covering approximately 80 acres. Module 1 (also designated "Area I") <br />has a composite liner conforming to Resource Conservation and Recovery Act (RCRA) Subtitle <br />D and California Code of Regulations (CCR) Title 27 as follows (from top to bottom): <br />2 -foot -thick soil operations layer <br />• 8 oz./synthetic nonwoven geotextile separator/filter <br />Drainage layer: <br />— Base: 0.75 -foot -thick gravel drainage layer with leachate collection troughs with <br />4 -inch -diameter piping <br />Foothill Sanitary Landfill 1 Department of Public Works, Solid Waste Division <br />Revised Engineering Feasibility Study County of San Joaquin — December 19, 2014 <br />
