Box 1810 PERMIT/SERVICeS <br /> Stockton, California 95201 <br /> REVIEW OF DESIGN REPORT FOR MODULE 2, PHASE A, WASTE DISCHARGE <br /> REQUIREMENTS ORDER R5-2003-0020; FOOTHILL LANDFILL, SAN JOAQUIN COUNTY <br /> Central Valley Water Board staff reviewed the 22 December 2014 amended design report (Design <br /> Report, Area 2A Expansion, Foothill Sanitary Landfill, prepared by Geosyntec Consultants, Inc.) for <br /> the first phase of Module 2 (Module 2A) construction at the Foothill Landfill. The report provides <br /> design plans, slope stability analysis, drainage analysis, construction drawings, project <br /> specifications, and the construction quality assurance (CQA) plan for the project, which will <br /> comprise about 14 acres. See Enclosures 1 and 2. A second phase of the module (Module 2B) <br /> will be constructed in about three years, depending on waste disposal needs. <br /> Module 2A (referred to as "Area 2A" in the above design report) represents a Subtitle D lateral <br /> expansion of the existing landfill footprint. The module's containment system will be consistent <br /> with the engineered alternative design authorized under the subject Waste Discharge <br /> Requirements (WDRs) Construction Specification D.3.b, as follows: <br /> Component Base I Side Slopes <br /> Operations Layer >_ 2 feet of soil <br /> Filter Fabric Geotextile' <br /> %-foot gravel drain layer Geocomposite2 <br /> LCRS 4-inch & 6-inch HDPE collection <br /> piping in drainage troughs <br /> Composite Liner 60-mil HDPE Geomembrane3 <br /> Reinforced Geosynthetic Clay Liner (GCL) <br /> Prepared subgrade <br /> Foundation Layer ?_ 1 foot Thickness not specified <br /> 1. Geotextile consists of 8 oz/yd non-woven fabric. <br /> 2. Geonet with non-woven geotextile on both sides. <br /> 3. HDPE textured on both sides. <br /> Module 2A's Leachate Collection and Removal System (LCRS) sump will be constructed in the <br /> southeast corner of the module and designed and operated similar to adjacent Module 1's LCRS <br /> sump. Soil for construction will be stockpiled west of the Module 2A area. Project CQA will include <br /> conducting an electrical leak location survey on the primary liner.
