Taj M. Bahadori -2- 28 January 2015
San Joaquin County DPW
Stockton
beneath the module's secondary LCRS sump for unsaturated zone monitoring. A soil gas
collection trench will also be installed beneath the module to allow for future connection to the
landfill gas extraction system, if needed. See Enclosure 2.
The maximum waste elevation in Module 2A will be about 400 feet MSL compared to a maximum
waste elevation of about 432 feet MSL at build-out of the module. The interim grading plan
includes maximum slopes of 3H:1V with side slope benching for slope stability. Interim slopes will
have at least a 1:3 static factor of safety. Samples of materials used in liner construction will be
shear-tested in the laboratory per project specifications to verify assumptions used in slope stability
analysis. Storm water runoff from the project area will be directed to a temporary storm water
basin to be constructed immediately southeast of the Module 2A area and then pumped, as
necessary, into the landfill's storm drainage system.
Our review of the design report indicates that the proposed design for Module 2A complies with
WDR Order R5-2003-0020. Based on this review and the certifications of the various reports,
plans, and drawings therein, we therefore approve of the report. Please inform us when the above
containment system components will be constructed so that we can schedule necessary
inspections by Water Board staff.
If you have any questions, please contact me by telephone at (916) 464-4641 or by email at
john.moodya-waterboards.ca.gov.
John Moody
Water Resource Control Engineer
Title 27 Permitting and Mines
Enclosures
cc: Christine Karl, Permitting & LEA Support, CalRecycle, Sacramento
Robert McClellon, San Joaquin County Environmental Health Department,
Stockton
Krzysztof Jesionek, Geosyntec Consultants, Inc., Walnut Creek
Julian Isham, CB&I Inc., Sacramento
