No violation and/or area of concern was noted during <br /> the inspection. <br /> 2)All required signs were posted at the entry scale house area. <br /> 3)CalRecycle staff and the LEA conducted the morning inspection, arriving at the working face at about 8:45 am. The <br /> operator uses tarps for daily cover,which were already pulled from the working face. The tarps were in good condition. <br /> Observed spotter wearing proper PPE at the working face area directing incoming loads for both commercial and <br /> residential traffic. The work deck area, Module 2,was well defined and clean. <br /> 4)The operator utilizes a popper near the working face area to control birds.All areas, including access roads,were free <br /> of windblown litter. Observed litter control personnel collecting litter on the North side of Module 1.A water tank truck was <br /> observed spraying down access roads. <br /> 5)The preparation for winterization is taking place at the Module 2 area. Rock will be used at the turning basin near the <br /> working face to prevent erosion, and provide good drainage to the storm basin, located just South of the turning basin <br /> area. <br /> 6)All fill surfaces were in good condition and covered with vegetative growth. <br /> 7)CalRecycle staff and the LEA measured methane gas levels in two selected landfill boundary perimeter LFG <br /> monitoring probes(SG 116, SG 117), using the LEA's Landtec GEM-2000 instrument.We obtained 0.00% methane gas <br /> readings from three (shallow, medium, and deep)well intervals. <br /> 8)A Gas-to-Energy Plant owned and operated by a company, called Ameresco, is in full operation, which is controlling <br /> the LFG generated at the site.A small amount of litter was observed at the perimeter fencing near the energy plant. <br /> 9)Records Review: On-site-CalRecycle staff and the LEA reviewed the Log of Special Occurrences and training <br /> records(bi-weekly tailgates, Hazwoper, and monthly training programs). Load checks are also conducted in the <br /> operation. <br /> 10)Records Review:At the San Joaquin County, Dept. of Public Works Offices in the City of Stockton-CalRecycle staff <br /> and the LEA reviewed the tonnage and traffic volume records, all of which showed that the receipts were within the <br /> permitted limits.
