Disposed solid waste shall be covered with a minimum of 6 inches of compacted earthen material. <br /> B. Ensure that the waste is completely covered with soil. <br /> C. If necessary, utilize more than 6 inches of soil to ensure that there is no exposed waste. <br /> x 20690-Alternative Daily Cover <br /> Comments: The manual tarps that are used as ADC to cover the active face from the previous day were not <br /> entirely covering the waste. Exposed waste was observed around the perimeter of the tarps. <br /> A. The tarps must cover all of the waste at the active face. <br /> B. Ensure that the tarps are completely covering the waste. <br /> X 20750-Site Maintenance <br /> Comments: The storage tank for the leachate was full and leachate was observed coming out of the tank from <br /> the top and onto the secondary containment. The leachate alarm was flashing indicating that the tank was full. <br /> On a slope on the east side of the landfill, a blue line containing leachate was leaking. The line is used to inject <br /> leachate back into the waste. The leakage is due to animals chewing on the line(a hole in the line was <br /> observed). <br /> On the west side of area "i"there is a water line that is leaking and causing thick vegetation. The thick <br /> vegetation will prevent storm water from getting out. This issue has been occurring for a long period of time. <br /> A. The operator shall implement a preventative maintenance program to monitor and promptly repair or correct <br /> deteriorated or defective conditions. <br /> B. The leachate storage tank must be emptied and the leaked leachate must be cleaned up. <br /> C. It is recommended that a more permanent pipe or hose be used to replace the blue leachate line (instead of <br /> just repairing the line). <br /> D.
