Due to equipment breakdown, the tarps have covered the waste over a period of <br /> time greater than 24 hours when the facility is closed (tarps have been covering the waste for over a week). <br /> Also, daylighting was observed at the active face. <br /> A. Disposed solid waste shall be covered with a minimum of 6 inches of compacted earthen material. <br /> B. Compacted earthen material shall be placed over the entire working face at the end of any operating day <br /> preceding a period of time greater than 24 hours when the facility is closed. <br /> C. As soon as possible, remove the tarps and cover the waste with at least 6 inches of compacted earthen <br /> material. <br /> D. Utilizing more than 6 inches of compacted earthen material will ensure that there is no exposed waste <br /> (daylighting). <br /> X 120690-Alternative Daily Cover <br /> Comments: There are manual tarps (on the west side of the active face)that are used as ADC to cover the <br /> active face from the previous day that were not entirely covering the waste. Exposed waste was observed <br /> around the perimeter of the tarps. <br /> A. The tarps must cover all of the waste at the active face. <br /> B. Ensure that the tarps are completely covering the waste. <br /> X 20740 -Equipment <br /> Comments: Since the previous monthly inspection, the following pieces of equipment have broken down: <br /> bulldozer(D8) and both scrapers (front line and backup). The breakdown of these pieces of equipment has led <br /> to the waste on the east side of the active face being covered with tarps (ADC)over a period of time greater than <br /> 24 hours. <br /> A. Equipment shall be adequate in type, capacity, and number, and sufficiently maintained to permit the site <br /> operation to meet requirements of these standards. <br /> B. Ensure that if this situation happens again, there is a means (purchased or rented backup equipment)to <br /> continue operation in compliance of these standards. <br /> CalRecycle Solid Waste Information System(SWIS) 1 of 2 <br />
