PLANNING COMMISSION MINUTES NOVEMBER 5, 1992 6.a. MINOR SUBDIVISION APPLICATION NO. MS-92-209 OF JAMES & DEANNA HAM (C/O MONTE SEIBEL) to subdivide a 20-acre parcel into four 5- acre (gross) parcels. The project site is located on the south side of Jahant Road, 2310 feet east of Bruella Road, north of Lockeford (Supervisorial District 4) . 6.b. MINOR SUBDIVISION APPLICATION NO. MS-92-208 OF PRAKASH & JAKENDER SINGH (C/O MONTE SEIBEL) to divide a 10-acre parcel into two 5-acre parcels. The project site is located on a private drive 700 feet north of Jahant Road, 1900 feet east of Sowles Road, north of Lockeford (Supervisorial District 4) . 6.c. MINOR SUBDIVISION APPLICATION NO. MS-92-177 OF PATRICK RIDDLE, ET AL (C/O BAUMBACH & PIAZZA) to create four 10-acre parcels from a 40-acre parcel. The project site is located on the southeast corner of Elliott Road and Collier Road, north of Lockeford (Supervisorial District 4) . 6d. MINOR SUBDIVISION APPLICATION NO. MS-92-190 OF MICHAEL TAX (C/O MONTE SEIBEL) to divide a 13-acre parcel into two parcels of five acres and eight acres. The project site is located on the northeast corner of Sowles Road and Peltier Road, north of Lockeford (Supervisorial District 4) . Associate Planner Loree Goold introduced a staff report into the record for these four items. PUBLIC HEARING OPENED 6.a. MS-92-209 : Monte Seibel (224 S. Avena Avenue, Lodi) was present to represent James and Deanna Ham. He said they agreed with the Conditions of Approval and they will construct a drainage ditch parallel to the road and it will be maintained. The drainage will end up in Gill Creek. 6.b. MS-92-208 : Monte Seibel was present to represent Prakash & Jakender Singh. He explained the proposal for drainage on the property. He said that drainage ponds will detain the flow. The flow will be metered at the same rate as pre-construction. 6.c. MS-92-177 : Terry Piazza (323 W. Elm Street, Lodi) was present to represent Patrick Riddle, et al. Mr. Piazza said he had no problems with the Conditions of Approval. He said that a single storm drainage pond will be created; both parcels will have easements to drain to the pond. The drainage ditch to the east will not be changed; and the applicant is willing to restrict his development to that extent. Bruce Blodgett, representing the San Joaquin Farm Bureau, said there are a number of concerns with this application and he asked that it be considered separately. He said this is a violation of -3-
