Item No.'s 6.a - 6.d. <br /> PC: 11-5-92 <br /> MS-92-209, MS-92-208, <br /> MS-92-177, MS-92-190 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> These Minor Subdivision applications, which would normally be processed under Staff Review with <br /> Notification procedures, have been placed on the Planning Commission agenda by staff in response to <br /> comments made by the Planning Commission regarding drainage for a recent Major Subdivision <br /> application (SU-92-14) in the new AL-5 area northeast of Lodi. <br /> POUCY CONSIDERATIONS: <br /> General Plan and Zoning: <br /> The project sites' designation under the 2010 General Plan is A/L (Limited Agriculture), with a <br /> consistent implementing zone of AL-5. <br /> The AL-5 zone permits a minimum parcel size of five acres and a minimum parcel width of 150 <br /> feet. The proposed lots for the subdivisions conform to those minimum parcel size and width <br /> requirements. <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Land Use: <br /> The uses surrounding the project sites are primarily agricultural with scattered residences, and <br /> the proposed subdivisions are not expected to result in any significant, adverse land use conflicts <br /> with those surrounding uses. <br /> Circulation/Access: <br /> • MS-92-208: <br /> The property has access via a 25-foot-wide fee strip from Jahant Road. The Department <br /> of Public Works has responded to the application referral with a Condition of Approval <br /> that requires dedication of a 25-foot-wide right-of-way along the easterly property line of <br /> the parcel. The frontage improvements for the dedicated right-of-way must conform to <br /> Public Works standards, and the construction of the improvements can be deferred upon <br /> execution by the owner of a Deferred Frontage and Roadway Improvement Agreement. <br /> • MS-92-209: <br /> Parcel 1 has frontage on Jahant Road, and access is proposed to Parcels 2, 3, and 4 by <br /> means of a 25-foot-wide private road on the east side of the property. The Department <br /> of Public Works has responded to the application referral with a Condition of Approval <br /> that requires the dedication and restriction of access rights for Parcel 1 along the frontage <br /> -11- <br />
