As a result of this requirement, all four of the parcels will be required to <br /> use the private road for access. The actual improvement of the private road to County <br /> standards will be deferred, resulting in the road being built to standards of the Uniform <br /> Fire Code, the Liberty Fire District, and the County's minimum requirements for access <br /> roads. <br /> The other two Minor Subdivision Applications do not have any issues concerning circulation or <br /> access. <br /> FACILITIES/SERVICES: <br /> Storm Drainage: <br /> In response to the Planning Commission's concerns about drainage associated with Max Lee's <br /> subdivision and the future development of other AL-5 properties in the area, Public Works and <br /> Development Services staff met on October 8, 1992_ The alternatives that were discussed and <br /> evaluated are as follows: <br /> • Prepare a facility plan for drainage for this AL-5 area under consideration. This idea was <br /> discounted because the County does not have the funds to front-end the cost of the <br /> study, nor is there sufficient developable property to assess developer fees for the <br /> preparation of such a study. Further, once the study has been completed, development <br /> of the area would have to conform with the study, which would not only include on-site <br /> improvements but the acquisition of off-site rights-of-way and construction of drainage <br /> facilities, which is not economicalty viable. <br /> • Form an assessment district for this AL-5 area for the purposes of developing drainage <br /> for the area This alternative was discounted for the same reasons that the preparation <br /> of a master facility pian was discounted. <br /> • Evaluate each project on an individual basis. This is the approach that was used with <br /> Max Lee. Whenever possible, staff recommends terminal drainage for development <br /> projects. In the case of Max Lee,there is no terminal drainage facility available. However, <br /> there is an irrigation tail water ditch that runs through the property which ultimately flows <br /> to terminal drainage in Gill Creek It was therefore recommended that this drainage ditch <br /> be utilized for the development of the property in a way that would not impact <br /> downstream properties. The recommended condition in Max Lee's case was to oversize <br /> this drainage ditch, on Max Lee's subdivision site, to handle the drainage from the site <br /> and also to provide for metering the drainage from the site so that it would not exceed <br /> the predevelopment runoff rate. This is accomplished by constructing a pond with an <br /> outflow pipe sized to restrict the flow. In Max Lee's case, there is also a restriction of how <br /> much water can come onto his site because of the 24-inch culvert located in the drainage <br /> ditch at the east end of the property. <br /> t <br /> -12- <br />
