PC: 7-16-87 <br />SU -87-24 <br />STAFF ANALYSIS <br />POLICY CONSIDERATIONS: <br />There are three primary issues of concern related to this appli- <br />cation: <br />1. Storm drainage and sewage disposal services. <br />2. Road access. <br />3. Exceptions to County Development Policies. <br />General Plan/Zoning: <br />The project site is shown as Rural Residential on the General <br />Plan Land Use Map. The project's zoning is RR -65, which is <br />consistent with the General Plan Map designation. <br />The County Development Policies were incorporated into the <br />General Plan and County Code on May 28, 1987, by the County <br />Board of Supervisors. The Development Policies would normally <br />require a public water system and a public drainage system in <br />Rural Residential areas with parcels less than two acres. <br />However, Section 9-10002(c)(1) of the Code states: " ... Where <br />a Tentative Map for a proposed Rural Residential subdivision <br />has been submitted to the Planning Division with a payment of <br />applicable fees prior to passage of this ordinance, only poli- <br />cies, ordinances, and development standards applicable at the <br />time of submittal may be imposed upon the approval of the map." <br />Major Subdivision Application No. SU -87-24 was submitted on May <br />22, 1987, prior to adoption of the policies. Therefore, the <br />new water and drainage requirements do not apply. <br />Two policies of the General Plan Rural Residential Principles <br />are pertinent to the proposed subdivision: <br />"Homesites should be of a size sufficient to accommodate the <br />desire for rural living and satisfy applicable health require- <br />ments while resulting in the comsumption of as little agri- <br />cultural land as possible." <br />This subdivision is consistent with this policy, as explained <br />in the "Facilities/Services" section of this report. <br />"New development will require the provisions of adequate <br />drainage." <br />- 13 - <br />
