PC: 7-16-87 <br />SU -87-24 <br />This subdivision is consistent with this policy, as explained <br />in the "Facilities/Services" section of this report. <br />Staff has considered the housing needs of the County in recom- <br />mending approval of this subdivision and has concluded that the <br />housing that may result from this approval can be balanced with <br />the service requirements of existing residents in the area. <br />AREA/NEIGHBORHOOD COMPATIBILITY: <br />Land Use: <br />The project site is on the northern edge of the Peters Rural <br />Residential area. The project site has a dwelling and a barn. <br />To the north there is an area of large -lot, rural -type housing <br />under Agriculture zoning. Generally, the area to the east is <br />pasture land which extends to the foothills, and the area to <br />the west is row and field crops. See the Land Use Map in the <br />staff report. <br />Access/Street Improvements: <br />The existing access to the project site (proposed subdivision) <br />is provided by a 25 -foot -wide fee -title strip driveway located <br />on the southern line of the project property. This access is <br />not sufficient to meet standards for a public road. <br />The proposed access to the subdivision is by 50 -foot -wide <br />public roads (Vacco Road and Golden Hills Place). Vacco Road <br />is currently a private road that serves Peter Vacco's property <br />located just east of the proposed subdivision property. <br />The Department of Public Works has provided Conditions of <br />Approval for both Golden Hills Place and Vacco Road. Golden <br />Hills Place is to be improved to a 50 -foot -wide right-of-way <br />rural road standard (32 -foot -wide pavement section). Vacco <br />Road is also to be improved to rural road standards, except the <br />pavement width is to be 20 feet. Vacco Road is to be graded, <br />and the roadside ditches are to be constructed to conform with <br />an ultimate 32 -foot pavement width. Subsequent development <br />using Vacco Road will be required to widen the pavement to 32 <br />feet. <br />Vacco Road from Fine Road through the east right-of-way return <br />for Golden Hills Place will be acquired by the applicant and <br />dedicated to the County. If the applicant is unable to acquire <br />this portion of Vacco Road from the existing property owner, <br />the subdivider will request that the County acquire the road, <br />with all expenses to be borne by the subdivider. <br />- 14 - <br />
