Item No. _ <br />PC: 7-16-87 <br />SU -87-24 <br />Page 4 <br />STAFF ANALYSIS <br />POLICY CONSIDERATIONS: <br />General Plan/Zoning: <br />The project site is shown as Rural Residential on the General <br />Plan Land Use Map. The project's zoning is RR -65, which is <br />consistent with the General Plan Map designation. <br />The County Development Policies were adopted on May 28, 1987, <br />by the County Board of Supervisors. The Development Policies <br />exclude Rural Residential subdivision applications submitted <br />prior to the approval of the Development Policies from the <br />Development Policies regulations. Section 9-10002(c)(1) sta- <br />tes: " ... Where a Tentative Map for a proposed Rural <br />Residential subdivision has been submitted to the Planning <br />Division with a payment of applicable fees prior to passage of <br />this ordinance, only policies, ordinances, and development <br />standards applicable at the time of submittal may be imposed <br />upon the approval of the map." Major Subdivision Application <br />No. SU -87-24 was submitted on May 22, 1987. <br />Two policies of the General Plan Rural Residential Principles <br />related to the proposed project: <br />"Homesites should be of a size sufficient to accommodate the <br />desire for rural living and satisfy applicable health require- <br />ments while resulting in the comsumption of as little agri- <br />cultural land as possible." <br />° See the "Facilities/Services" section of this report for the <br />health aspects of this policy. The other aspects of this <br />policy were addressed as part of the past General Plan and <br />Zoning applications. <br />"New development will require the provisions of adequate <br />drainage." <br />° See the "Facilities/Services" section of this report con- <br />cerning storm drainage. <br />AREA/NEIGHBORHOOD COMPATIBILITY: <br />Land Use: <br />The project site is on the northern edge of the Peters Rural <br />Residential area. The project site has a dwelling and a barn. <br />
