Lodi SP-001 Inspection | 01-31-22 <br />1.0 INTRODUCTION <br />3B’s Truck and Auto Plaza is a commercial fuel supplier with a refueling and truck maintenance facility requiring the <br />storage of gasoline, diesel, and oil for heavy equipment and trucks. This inspection focuses on ten (10) bulk <br />fuel and oil storage tanks. Located at 14749 Pennant Drive, Lodi, CA 95242, the facility’s Management is <br />responsible for maintaining ten (10) steel aboveground storage tanks (ASTs). The tanks are between 20 and 30 <br />years old. As no other inspection was provided, this inspection will serve as the most recent certification of the tanks <br />to meet integrity testing requirements outlined in the Code of Federal Regulations 40 CFR 112. All tank inspections <br />were external. <br />2.0 REGULATORY BACKGROUND <br />In order to comply with the Code of Federal Regulations 40 CFR 112, the SPCC plan requirements, local Fire Code, <br />and ensure ASTs Fit for Service, Advanced Geo Inc. retained CGRS of Ft. Collins, Colorado to perform ten tank <br />mechanical integrity inspections following a hybrid program1. The hybrid program shall follow inspection methods <br />from the Steel Tank Institute (STI), SP-001 “Standard for the Inspection, Repair of Aboveground Storage <br />Tank”. <br />The inspection process holds two purposes, the first is to meet regulatory requirements and avoid fines and <br />penalties. The second is to observe operating conditions and suggest improvements to protect the AST owner from <br />future spills, fire hazards, as well as suggested industry standards used to lower maintenance and improve oil <br />handling. The areas where additional attention should be placed shall be highlighted as “Recommended” or <br />“Required”. <br />3.0 INSPECTION <br />On January 26, 2022, CGRS conducted an inspection of the tanks summarized in the following table, including AST <br />design, housekeeping, containment and foundation, shell integrity, leaks, vents, piping, filling procedures, and liquid <br />level meters and alarms. Garage Sump 500 <br />1 The professional engineer (P.E.) may use industry standards, along with other good engineering principles, to develop a customized inspection <br />and testing program following American Petroleum Institute (API) 653, National Fire Protection Association Fire Code (NFPA 30), Local Fire <br />Code(s), API 575 Atmospheric and Low Pressure Tank, API 570 Piping Inspection Code or API 579 Fitness for Service. Inspections are performed <br />as an examiner, inspector, and storage tank engineer.
