Item No. 4 <br />PC: 8-2 -84 <br />S-84-7 <br />Page 1 <br />REPLIES TO REFERRALS <br />Local Health District: See Condition No. 1. <br />Public Works: See Condition No. 2. <br />Minatta Acres uses the Banta Carbona Ditch to pump storm water. <br />This development should also pump into the ditch. <br />Public Works recommends a community terminal drainage system <br />with maintenance by the County Service Area rather than indi- <br />vidual on -lot drain ponds. <br />See Conditions of Approval. <br />Pacific Gas & Electric: See Condition No. 3. <br />Banta Carbona Irrigation District: See Condition No. 4. <br />STAFF ANALYSIS <br />The applicant is requesting a 17 -parcel major subdivision of a <br />27.9 -acre parcel located southeast of Tracy. The General Plan <br />designation for the property is Rural Residential. The prop- <br />erty is zoned RR -65. The request is consistent with the <br />zoning and land use designation. The property is bounded to <br />the north by an irrigation canal and by Fair Oaks Road to the <br />south and east. Previously subdivided lands abut the proposal <br />to the west. Surrounding land uses include residential to the <br />west and orchards to the south and east. Access to the parcels <br />will be provided along the existing roadway, Fair Oaks Road, <br />and the proposed 50 -foot wide drive and cul-de-sac. A seven - <br />parcel subdivision, S-84-6, Etcheverry, currently being pro- <br />cessed, is located in the same general vicinity as this <br />request. <br />A Negative Declaration has been prepared based on an Initial <br />Study of the project. <br />RECOMMENDED FINDINGS <br />A. The proposed map is consistent with applicable General and <br />Specific Plans: <br />The request is consistent with the Rural Residential <br />designation and related development requirements of the <br />General Plan. <br />
