and shall, in addition to all other taxes, fix a special tax <br />rate for the real property (land and improvements) within said <br />maintenance district sufficient to raise an amount of money to <br />cover the expense of maintaining and operating said improvements <br />during the ensuing year or such portion of said amount as the <br />Board of Supervisors shall determine shall be borne by said <br />District. <br />4. The Board of Supervisors shall annually levy a <br />special assessment tax upon the real property in such District <br />sufficient to pay such expenses or portion thereof which must <br />be paid by the District, which special assessment tax shall be <br />levied and collected at the same time and in the same manner <br />as the general fax levy for County purposes, and when collected <br />shall be paid into the County Treasury to the credit of the <br />fund of the maintenance district and be used for the payment <br />of the expenses of said District, and said Board shall control <br />and order the expenditure thereof for such purposes. <br />5. The Board of Supervisors may temporarily transfer <br />moneys to the maintenance district fund from other funds in <br />which such moneys are not immediately needed, and such moneys <br />so transferred shall be used for the purposes provided in said <br />Maintenance District Law and be retransferred from the mainte- <br />nance district fund out of the first available receipts. <br />6. The Board of Supervisors shall include in the first <br />budget of said District and in the first tax levy a sum suffi- <br />cient to repay the County the amount so transferred to the <br />District during the period of time in which no levy of taxes <br />was made for that purpose, and the amounts so transferred shall <br />be retransferred to the County Treasury from the maintenance <br />district fund of the District out of the first available re- <br />ceipts from such tax levy. <br />7.
