CALIFORNIA REGIONAL WA1ER. QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
ORDER NO. 74-329
WASTE DISCHARGE REQUIREMENTS
FOR
MORADA WEST SUBDIVISION
SAN JOAQUIN COUNTY UTILITY MAINTENANCE DISTRICT
SAN JOAQUIN COUNTY
Tho California Regional Water Quality Control Board, Central Valley Region, finds
that:
1. Schmid Development, Inc. , submitted a report of waste discharge for Phase I of
the proposed Morada West Subdivision to be located at Hammer Lane and Highway
99, two miles north of Stockton, in the NE-1/4 of Section 13, T214, R6E, MDB&M.
2f Phase I of Morada West Subdivision will consist of 68 lots. Thirty thousand
gallons per day of domestic wastewater from this development will be treated by
two package extended aeration treatment plants, followed by a settling pond and
disposal to seepage pits.
3. The developer has indicated that additional land will be set aside for 100 per-
cent replacement of the disposal system. Initially, the number of seepage pits
constructed will provide for 25 percent additional capacity, allowing for a pro-
gram for alternate loading and resting of all of the seepage pits on a rotating
schedule. Piezometers will be installed in all pits for monitoring purposes.
4. A San Joaquin County Utility Maintenance District, Iiorada West Subdivision, will
be formed as the public entity responsible for operation and maintenance of the
treatment and disposal facilities.
5, Groundwater in the area occurs some 40 to 50 feet below ground surface.
6F Beneficial uses of groundwater in the area are domestic, industrial, and agri-
cultural supply.
7. The Board on 15 June 1971 adopted an Interim Water Quality Control Plan for the
Sacramento-San Joaquin Delta Basin and the San Joaquin River Basin.
8. The Board has notified the discharger and other interested agencies and persons
of its intent to prescribe waste discharge requirements for the proposed dis-
charge.
9. The Board in a public meeting has heard and considered all comments pertaining
to this order.
IT IS HEREBY ORDERED, Morada West Subdivision, San Joaquin County Utility Maintenance
District, shall comply with the following:
A.
