6 Item No. S-81-7 P/C 4-16-81 Page 3 - Action of the Committee was to certify EIR-80-3 and to forward the project to the Planning Commission with the recommendation of approval subject to the following: 1. (a) All improvements shall conform with the Improvement Standards and Specifications of the County of San Joaquin. All improvement plans and specifications must be approved by the San Joaquin County Department of Public Works prior to approval of the Final Map. (b) If improvements referred to herein are not completed prior to the approval of the Final Map, the subdivider shall execute an agreement with the County of San Joaquin insuring the completion of improvements within one (1) year after filing the Final Map. (c) Mokelumne Street shall be fully improved on the subdivided side in compliance with the County Standards, including curbs, gutters and sidewalks. (d) The subdivider shall agree to and shall pay users fees for the utility services from the time the improvements are accepted by the County to the end of the fiscal year, or up to a one (1) year period, as the case may be. 2 . Public sewer, water supply and storm water drainage systems shall be provided throughout the subdivision. The subdivision shall be connected to the Woodbridge Sanitary District for sewer services. (a) A terminal drainage system shall be provided to meet the require- ments of the County and to provide adequate drainage for the improvements. The acceptance or approval by the County of the drainage system does not relieve the developer or his engineer of the responsibility of providing an adequate drainage system. (b) A public water system shall be provided conforming to the requirements of the Local Health District and the Department of Public Works. The system shall provide adequate water supply and fire hydrants for fire protection in conformance with Section 9-1831 of ordinance 2634 and the requirements of the County Fire Warden and the Woodbridge Fire District . (c) The public sewer system shall be constructed in conformance with the requirements of the Local Health District, the Department of lic Works and the Woodbridge Sanitary District. (d) A mandatory homeowners ' association shall be formed prior to the acceptance of the Final Map to provide for the operation, maintenance, and improvement of drainage, water, street systems, landscaping and street lighting .
