6 <br /> Item No. <br /> S-81-7 <br /> P/C 4-16-81 <br /> Page 3 <br /> - Action of the Committee was to certify EIR-80-3 and to forward the project <br /> to the Planning Commission with the recommendation of approval subject to <br /> the following: <br /> 1. (a) All improvements shall conform with the Improvement Standards <br /> and Specifications of the County of San Joaquin. All improvement <br /> plans and specifications must be approved by the San Joaquin <br /> County Department of Public Works prior to approval of the Final <br /> Map. <br /> (b) If improvements referred to herein are not completed prior to <br /> the approval of the Final Map, the subdivider shall execute an <br /> agreement with the County of San Joaquin insuring the completion <br /> of improvements within one (1) year after filing the Final Map. <br /> (c) Mokelumne Street shall be fully improved on the subdivided side <br /> in compliance with the County Standards, including curbs, gutters <br /> and sidewalks. <br /> (d) The subdivider shall agree to and shall pay users fees for the <br /> utility services from the time the improvements are accepted <br /> by the County to the end of the fiscal year, or up to a one (1) <br /> year period, as the case may be. <br /> 2 . Public sewer, water supply and storm water drainage systems shall <br /> be provided throughout the subdivision. The subdivision shall be <br /> connected to the Woodbridge Sanitary District for sewer services. <br /> (a) A terminal drainage system shall be provided to meet the require- <br /> ments of the County and to provide adequate drainage for the <br /> improvements. The acceptance or approval by the County of the <br /> drainage system does not relieve the developer or his engineer <br /> of the responsibility of providing an adequate drainage system. <br /> (b) A public water system shall be provided conforming to the <br /> requirements of the Local Health District and the Department of <br /> Public Works. The system shall provide adequate water supply <br /> and fire hydrants for fire protection in conformance with Section <br /> 9-1831 of ordinance 2634 and the requirements of the County Fire <br /> Warden and the Woodbridge Fire District . <br /> (c) The public sewer system shall be constructed in conformance with <br /> the requirements of the Local Health District, the Department of <br /> lic Works and the Woodbridge Sanitary District. <br /> (d) A mandatory homeowners ' association shall be formed prior to the <br /> acceptance of the Final Map to provide for the operation, <br /> maintenance, and improvement of drainage, water, street systems, <br /> landscaping and street lighting . <br />
