Item No. 6 <br /> PC: 11-5-81 <br /> S-82-1 <br /> Page 3 <br /> - The project will entail a large expansion of the mobilehome park, exposing <br /> more people and property to fire hazard. In addition, subdivision of the <br /> property and separation of ownership from the marina will interfere with <br /> coordination of fire protection. Improved fire protection should be <br /> provided in proportion to the increased size of the project. <br /> - The Local Agency Formation Commission is working to provide improved fire <br /> protection. <br /> - At present, there is an 82 space mobilehome park on the property. This <br /> project will increase that number to 201 mobilehome spaces. The Board <br /> of Adjustment has determined that the original use permit allows this <br /> expansion, due to the owners having installed underground improvements. <br /> - The property is subject to flooding. The mobilehomes will have to be <br /> anchored to prevent their being swept off their foundations. If the <br /> wastewater treatment plant is expanded, wastewater ponds will have to be <br /> provided with levees allowing for 3 ' of freeboard, as required by Section <br /> 9-8004 (a) 8. The water supply system should also have flood protection <br /> to prevent contamination of drinking water during flooding. <br /> - A County Service Area should be created to take responsibility for sewage <br /> disposal. Lot 4 should be included in this County Service Area to ensure <br /> that the necessary service is provided. <br /> DEVELOPMENT COMMITTEE ACTION <br /> - On October 21, 1981, the Development Committee reviewed the proposal <br /> as to its conformance with the statutes of the State and the ordinances <br /> of the County. <br /> - Action of the Committee was to forward the project to the Planning <br /> Commission with a recommendation to ratify the Negative Declaration and <br /> approval of the project subject to the following : <br /> 1. All improvements shall conform with the Improvement Standards and <br /> Specifications of the County of San Joaquin . All improvement plans <br /> and specifications must be approved by the San Joaquin County <br /> Department of Public works prior to approval of the Final Map. <br /> 2. If improvements referred to herein are not completed prior to the <br /> approval of the Final Map, the subdivider shall execute an agreement <br /> with the County of San Joaquin insuring the completion of improvements <br /> within one (1) year after filing the Final Map. <br /> 3. Street improvements shall be as required by the Zoning Ordinance <br /> for mobilehome parks. <br /> 4. A terminal drainage system shall be provided to meet the requirements <br /> of the County and to provide adequate drainage for the improvements <br /> (development) . The acceptance or approval by the County of the <br /> drainage system does not relieve the developer (or his engineer) of <br /> the responsibility of providing an adequate drainage system. <br /> 5. The developer shall provide fire hydrants for fire protection in <br /> conformance with Section 9-1831 of Ordinance 2634 and the requirements <br /> of the County Fire Warden. The method of fire protection must be <br /> approved by the Board of Supervisors prior to acceptance of the Final <br /> Map. <br />
