TRANSPORTATION AND CIRCULATION [191 <br /> Circulation System <br /> Access to the site will be primarily via Eighth Street, Charter <br /> Way, and Fresno Avenue. Eighth Street is essentially a two-lane street <br /> at the present time, with wider pavement width near its intersections <br /> with the I-5 ramps. Charter Way is primarily a two-lane roadway with a <br /> center two-way left-turn lane; however, at its intersections with <br /> Stockton Street and the I-5 ramps Charter Way is wider, with additional <br /> through lanes in each direction. Fresno Avenue between Charter Way and <br /> Eighth Street presently has a badly deteriorated unpaved surface which <br /> makes vehicular travel extremely uncomfortable and unattractive. An <br /> exhibit illustrating these roadway surface conditions is on page 53. <br /> Additional .access will be from Houston Avenue which presently <br /> exists along the south side of the project from the east end to the <br /> entrance to Van Buskirk Golf Course. The roadway surface condition is <br /> good. <br /> Houston Avenue is proposed to be extended adjacent to the project, <br /> and along the golf course to Eighth Street. The 60-foot right-of-way is <br /> proposed to be located on approximately 25 feet of city-owned property <br /> which lies outside of the fenced golf course area. This strip of land <br /> had been set aside for roadway purposes according to Larry Nordstrom, <br /> Park Superintendent, and it is the Park Department's desire to have a <br /> roadway along the golf course at this location. <br /> The roadway cross-section for this portion of Houston Avenue which <br /> has been proposed by the proponent would consist of pavement, curb, <br /> gutter and sidewalk on the project side and 12 feet of pavement with <br /> asphalt berm on the golf course side. The structural section of this, <br /> and all other streets to be constructed by the proponent, will be <br /> calculated based upon traffic indices to be supplied by the City <br /> Engineer. <br /> The improvements to be constructed by the project proponent, in <br /> addition to others suggested by the Traffic Impact Analysis to mitigate <br /> the traffic impacts, are: <br /> Eighth Street - Widen the south one-half from the east end of the <br /> project to the west side of Houston Avenue extension. These <br /> improvements should include curb, gutter and sidewalk. (No <br /> improvements are proposed westerly of Houston Avenue) . <br /> Fresno Avenue - Between Eighth Street and Charter Way should be <br /> constructed with the first phase of the project. The improvements <br /> should consist of the center two lanes (each 12-feet wide) of the <br /> ultimate pavement width. <br /> These improvements will directly benefit the adjacent property <br /> owners to a large degree. For this reason, the City should investigate <br /> 52 <br />
