intersections will have V/C ratios in the unacceptable range
(LOS D, E, or F) .
Potential mitigation improvement measures are discussed in
the following section.
MITIGATION MEASURES
Improvement Measures to Mitigate Project Impacts
The results presented in Table V indicate that the project
itself will have significant (i.e. , measurable) impact on
peak hour traffic conditions at all of the key intersections
analyzed. Six of these intersections will have V/C ratios
in the unacceptable range. Three of these intersections
(Charter/Argonaut, Eighth/I-5 SB Ramps , and Eighth/I-5 NB
Ramps) will not warrant improvement measures until traffic
volumes on the minor street approaches increase
significantly. Until then the unacceptable range conditions
can be tolerated at those locations .
At the remaining three intersections, improvement measures
can be implemented to bring each of these intersections into
the acceptable range. These measures are described below.
Charter Way 6 Fresno Avenue - Install a . traffic signal with
three-phase controller operation. Improve the presently
unpaved Fresno Avenue approach to at least two-lane street
standards.
Charter Wav & Stockton Street - Install a traffic signal
with four-phase controller operation. The proximity of this
intersection to the nearby I-5 Ramps intersections makes it
desirable to coordinate the control of this intersection
with the existing signal controls at the I-5 ramps
intersections .
Eighth Street & Fresno Avenue - Improve the approaches to
this intersection to at least two-lane street standards,
including the new southern leg which is part of the proposed
project. Install 4-way STOP sign controls.
Fresno Avenue - Improve the presently unpaved section of
this street between Charter Way and Eighth Street to at
least two-lane street standards . If Fresno Avenue were not
to be improved, it is likely that project traffic which
would otherwise use this street segment would divert to
Argonaut Street or Stockton Street, with consequent impacts
Joseph R Holland
a,JIL P 6 Consu!lingTralliefnpineer
