intersections will have V/C ratios in the unacceptable range <br /> (LOS D, E, or F) . <br /> Potential mitigation improvement measures are discussed in <br /> the following section. <br /> MITIGATION MEASURES <br /> Improvement Measures to Mitigate Project Impacts <br /> The results presented in Table V indicate that the project <br /> itself will have significant (i.e. , measurable) impact on <br /> peak hour traffic conditions at all of the key intersections <br /> analyzed. Six of these intersections will have V/C ratios <br /> in the unacceptable range. Three of these intersections <br /> (Charter/Argonaut, Eighth/I-5 SB Ramps , and Eighth/I-5 NB <br /> Ramps) will not warrant improvement measures until traffic <br /> volumes on the minor street approaches increase <br /> significantly. Until then the unacceptable range conditions <br /> can be tolerated at those locations . <br /> At the remaining three intersections, improvement measures <br /> can be implemented to bring each of these intersections into <br /> the acceptable range. These measures are described below. <br /> Charter Way 6 Fresno Avenue - Install a . traffic signal with <br /> three-phase controller operation. Improve the presently <br /> unpaved Fresno Avenue approach to at least two-lane street <br /> standards. <br /> Charter Wav & Stockton Street - Install a traffic signal <br /> with four-phase controller operation. The proximity of this <br /> intersection to the nearby I-5 Ramps intersections makes it <br /> desirable to coordinate the control of this intersection <br /> with the existing signal controls at the I-5 ramps <br /> intersections . <br /> Eighth Street & Fresno Avenue - Improve the approaches to <br /> this intersection to at least two-lane street standards, <br /> including the new southern leg which is part of the proposed <br /> project. Install 4-way STOP sign controls. <br /> Fresno Avenue - Improve the presently unpaved section of <br /> this street between Charter Way and Eighth Street to at <br /> least two-lane street standards .
