on those streets and their intersections which would require <br /> improvement measures such as approach widening and <br /> signalization. <br /> The improvement measures identified to mitigate the <br /> project 's traffic impacts are summarized in Table VI, along <br /> with the V/C ratios and levels of service which would result <br /> at the key intersections . <br /> Measures to Mitigate Cumulative Imoacts <br /> The cumulative (buildout) traffic volumes on study area <br /> streets will necessitate further improvement <br /> maintain acceptable measures to <br /> peak-hour traffic conditions. <br /> Improvements at ten ' of the sixteen key intersections will be <br /> warranted. The other six intersections either have <br /> Projected traffic conditions within the acceptable range, or <br /> have unacceptable projected conditions which can be <br /> tolerated until significant increases in minor street <br /> approach traffic occur. <br /> The recommended improvement measures are described below <br /> along with an indication of the project 's percentage <br /> contribution to the need for these improvements (based on <br /> the percentage its traffic represents of the total traffic <br /> entering the intersection at buildout levels ) . Figure VII <br /> summarizes the recommended mitigation improvement measures <br /> and the resulting peak-hour V/C ratios and levels of service <br /> at the buildout traffic volume levels . <br /> It should be recognized that, when the recommendations below <br /> call for addition of a lane to a given approach, there will <br /> also need to be widening of the leg on which traffic in this <br /> added lane exits the intersection. Ordinarily this widening <br /> need only be done for the minimum length necessary to safely <br /> merge traffic back into the original number of lanes. <br /> Charter Wav & Fresno Avenue - Widen the Fresno approaches by <br /> two lanes each, to provide two through lanes and a left-turn <br /> lane. Add one through lane to the eastbound Charter <br /> approach and widen the westbound Charter approach by two <br /> lanes , to provide two through lanes and two left-turn <br /> lanes . Add a fourth signal phase (to the traffic signal <br /> recommended as mitigation for existing-plus-project traffic <br /> impacts ) to provide protected left-turn movements on the <br /> Fresno approaches . (Project 's share is 27 percent. ) <br /> Charter Way 6 Argonaut Street - Add a through lane to each <br /> of the Charter approaches and install a three-phase traffic <br /> signal .
