SANAOAQUIN <br />COUNTY— <br />Environmental Health Department <br />Greatness araws here, Time In: <br />Time Out: <br /> <br />COMPLAINT INSPECTION REPORT <br />Name of Facility ENVIRONMENTAL AND CHEMICAL CONSULTING, INC Date: 10/21/2021 <br />Address: 1627 INDUSTRIAL DR, STOCKTON <br />Owner/Operator: David Rains - President / CEO Telephone: <br />Program Element: 2200- HAZARDOUS WASTE GENERATOR PROGRAM Complaint #: COACHIVVUV <br />Responsible Party Contact: RAYMOND SANCHEZ - DIRECTOR OF NORTHERN OPERATIONS <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />Hazardous Waste Transfer Station - check for compliance. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />NOTES <br />This facility is classified as an Exempt Transfer Facility as defined in Title 22 California Code of Regulations section 66263.18. <br />The facility stores empty containers to be used for hazardous waste collection and storage at client facilities. The facility also <br />stores hazardous waste for up to ten days that is in transit to authorized end points. <br />One open 275 gallon tote was observed on-site. This tote contained white solid and was labeled "non-hazardous waste solid <br />(hurrican unit washout)". Raymond Sanchez stated that they clean-out equipment at a client facility with their hurricane <br />machine. The machine is cleaned out at this facility and the white solid waste is stored on-site until disposal. Wade <br />Riddering provided analytical data supporting the non-hazardous waste determination. <br />Roy Williams, City of Stockton Fire Inspector, during his inspection on October 14, 2021, found one open 275 gallon tote of <br />oily liquid stored on-site. Raymond Sanchez explained today that the tote was filled with rinsate from a liquid tanker truck that <br />contained oily water. The truck was rinsed out on-site into the tote and then the tote contents was reloaded into a second <br />truck. Raymond provided an uniform hazardous waste manifest for the waste, state waste code 223, manifest number <br />016136963FLE, generator date 10-5-21, designated facility date 10-15-21. <br />The truck oily-water rinse-out operation will be referred to California Department of Toxic Substances Control for follow <br />up since transfer facilities are their jurisdiction. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
