Item No. 9 <br /> D/C 2-13-80 <br /> S-80-9 <br /> Page 2 <br /> REFERRALS AND REPLIES <br /> - ST&E Railroad -- No objection. <br /> OTHER CONSIDERATIONS <br /> - A rezoning to R1-8 to accommodate this Subdivision-280-17 is pending. <br /> The Planning Commission will hear the subdivision after the rezoning is <br /> approved by the Board of Supervisors. <br /> - The proposed design calls for two accesses on Duncan Road. This is an <br /> excessive number. The number of roads connecting to Duncan should be <br /> reduced to one. <br /> - The design should provide additional access to the property to the east. <br /> This would also facilitate development of the property to the southeast. <br /> - The drainage pond should be relocated along the Duncan Road Frontage. With <br /> the existing design surface, drainage will have to be conveyed eastward to <br /> Lot A by the street improvement. When terminal drainage facilities become <br /> available, they will be located in Duncan Road. Therefore, the pond should <br /> be to the west. In addition, the proposed design of Lot "A"fails to provide <br /> for its conversion to a building site when the pond is abandoned. Lot A <br /> should be designed so that it may be converted to a building site. These <br /> objectives could be most easily met by making the pond front on Duncan Road. <br /> - Since the area is urban in character, curb, gutter and sidewalks should be <br /> provided. These improvements should be extended south on Duncan to Front <br /> Street, especially since there is an elementary school south of Front Street. <br /> RECOMMENDATION <br /> - Ratify the Negative Declaration and forward the project to the Planning <br /> Commission with a recommendation to approve the project subject to the <br /> following conditions: <br /> 1) All improvements shall conform with the requirements of the County of <br /> San Joaquin. <br /> 2) Easements for utilities shall be as required by Pacific Gas & Electric <br /> Company, Continental Telephone Company and all other public utilities. <br /> The provisions of Section 9-1730 of Ordinance 2634, as amended, requiring <br /> undergrounding of utilities shall apply. <br /> 3) Plans for all improvements must be approved by San Joaquin County <br /> Department of Public Works prior to consideration of the Final Map. <br /> 4) Provision for storm water drainage shall comply with standards and <br /> requirements of the Department of Public Works prior to consideration <br /> of the Final Map. <br /> 5) Water system or methods shall conform to the requirements of the Local <br /> Health District and the Department of Public Works. <br />
