Item No. 9
D/C 2-13-80
S-80-9
Page 2
REFERRALS AND REPLIES
- ST&E Railroad -- No objection.
OTHER CONSIDERATIONS
- A rezoning to R1-8 to accommodate this Subdivision-280-17 is pending.
The Planning Commission will hear the subdivision after the rezoning is
approved by the Board of Supervisors.
- The proposed design calls for two accesses on Duncan Road. This is an
excessive number. The number of roads connecting to Duncan should be
reduced to one.
- The design should provide additional access to the property to the east.
This would also facilitate development of the property to the southeast.
- The drainage pond should be relocated along the Duncan Road Frontage. With
the existing design surface, drainage will have to be conveyed eastward to
Lot A by the street improvement. When terminal drainage facilities become
available, they will be located in Duncan Road. Therefore, the pond should
be to the west. In addition, the proposed design of Lot "A"fails to provide
for its conversion to a building site when the pond is abandoned. Lot A
should be designed so that it may be converted to a building site. These
objectives could be most easily met by making the pond front on Duncan Road.
- Since the area is urban in character, curb, gutter and sidewalks should be
provided. These improvements should be extended south on Duncan to Front
Street, especially since there is an elementary school south of Front Street.
RECOMMENDATION
- Ratify the Negative Declaration and forward the project to the Planning
Commission with a recommendation to approve the project subject to the
following conditions:
1) All improvements shall conform with the requirements of the County of
San Joaquin.
2) Easements for utilities shall be as required by Pacific Gas & Electric
Company, Continental Telephone Company and all other public utilities.
The provisions of Section 9-1730 of Ordinance 2634, as amended, requiring
undergrounding of utilities shall apply.
3) Plans for all improvements must be approved by San Joaquin County
Department of Public Works prior to consideration of the Final Map.
4) Provision for storm water drainage shall comply with standards and
requirements of the Department of Public Works prior to consideration
of the Final Map.
5) Water system or methods shall conform to the requirements of the Local
Health District and the Department of Public Works.
