y Item No. 8 <br />PC: 6-7-79 <br />5-79-6 <br />Page 3 <br />DEVELOPMENT COMMITTEE ACTION <br />- On January 24, 1978, the Development Committee reviewed the proposal as <br />to its conformance with the statutes of the State and the ordinances of <br />the County. <br />- The Development Committee ratified the Negative Declaration and forwarded <br />the project to the Planning Commission with a recommendation of approval <br />subject to the following conditions: <br />1) All improvements shall be in conformance with the requirements of <br />the County of San Joaquin. <br />2) Easements for utilities shall be as required by Pacific Gas & <br />Electric Company, Pacific Telephone & Telegraph Company, and <br />all other public utilities. The provisions of Article XIIA <br />of ordinance 892, as amended, requiring undergrounding of <br />utilities shall apply. <br />3) Plans for all improvements to be approved by San Joaquin County <br />Department of Public works prior to consideration of the Final Map. <br />4) Provision for storm water drainage shall comply with standards <br />and requirements of the Department of Public Works prior to con- <br />sideration of the Final Map. <br />5) Water system or methods shall conform to the requirements of the <br />Local Health District and the Department of Public Works. The <br />water system shall be connected to the County Service Area Water <br />System. The water distribution system shall be reconstructed to <br />conform with current County standards. <br />6) An adequate water supply for fire protection with fire hydrants <br />and connections shall be installed in conformance with the require- <br />ments of the County Fire Warden and Thornton Rural Fire District. <br />7) A County Service Area shall be formed prior to the acceptance of <br />the Final Map to provide for the operation, maintenance, and <br />improvement of storm drainage systems, water systems and street <br />lighting systems. <br />8) The minimum net lot area shall be 20,000 square feat. <br />9) In lieu of conveyance of park land to the County, as prescribed <br />in Section 18.01 of Ordinance 892, as amended, the developer shall <br />contribute fees of equivalent value as defined in said section. <br />10) A Preliminary Soil Report as prescribed in Section 5.165 of Ordinance <br />892, as amended, shall be required. <br />11) Full street improvements in compliance with Ordinance 672 shall be <br />provided within the subdivision. Thornton Road shall be fully <br />improved at its intersection in compliance with County standards. <br />Curbs, gutters and sidewalks shall be provided throughout 'the <br />subdivision. <br />
