Violation Title 14 CCR 17409.5 - Load Checking - Observed treated wood waste in the pile at the transfer station <br />and at the wood griding area not removed until pointed by LEA. Facility personnel were not screening <br />for hazardous -wastes in waste-loads/piles. <br />Observed buried wood waste and metals possibly containing hazardous waste were not separated at the <br />Construction & Demolition (C&D) Debris Processing Area. <br />a. Provide additional training to raise level of screening and handling of designated/ hazardous_ wastes. <br />b. Need to more thoroughly check for and remove all designated/hazardous wastes in waste piles. <br />c. Provide adequate load checking, storage and processing of construction & demolition debris. <br />d., Referral to the CountyCUPA..program4... <br />2. Violation Title 14 CCR 17407.5 -Hazardous Waste- oil was rrn sec rrdary coliecttortWtanlc in Used Oil <br />Recycling Area. Observed no labels on the contairters_and some,of the containers were uncapped. <br />Observed mercury switch was not removed from the refrigeration unit at the Appliance Recycling Area <br />until pointed by -the LEA. <br />a. Remove oil from secondary collection tank and repair primary containers to prevent further leakage. <br />b♦ Label all containers with the starting day of collection of waste oil. Keep all containers capped. <br />c. -Provide -additional training toraiselevel of handling -and storing ofhazardouswastes. - - <br />d. Provide adequate storage and processing of appliances at the Appliance Recycling Area. <br />e. All mercury found in switches and temperature control devices, used oil from compressors and <br />- - transmissions, chlorofluorocarbons (CFCs) and other non - CFC replacement refrigerants injected in air- <br />conditioning/refrigerant units_, all metal -encased capacitors and any parts that contain encapsulated <br />polychlorinated biphenyls(PCBs) or Di-eth lhex 1 hthalate (DEHP , and anyy other Rmaterial that <br />is a <br />,,regulated- hazardous -waste must -be -removed from -an -appliance -prior to -the appliance -being crushedi-baled;-- <br />shredded, sawed, sheared apart or disposed. <br />3. AC Title 14 CCR 17407.4 - Dust Control Dusty conditions -observed inside -the -Transfer Station and -at the - <br />outside area adjacent to the transfer building. Misters were not providing enough mist. Continuation of AC <br />from previous month. <br />a. Provide adequate dust control measures. <br />b. Provide mist nozzles that will emit finer mists to promote better dust control. <br />
