Provide EHD with data that demonstrates the new source can provide an adequate quality and <br />quantity of water according to the California Water Works Standard (pump tests, meter readings, <br />etc.). <br />6. Submit the driller's well log to EHD and an updated technical report as required by the Health and <br />Safety (H&S) Code, Section 116530. <br />7. The Technical Managerial and Financial (TMF) Capacity Assessment Form shall be completed <br />and submitted to this office for review 2. The TMF Capacity form and support documents are <br />available at the State of California Department of Public Health web page, <br />http:/./www.cdph.ca. gov/certlic/drinkingw ater/Pages/def,tult.aspx <br />8. Submit to EHD the manufacturer's specification sheets for the well pump and storage tanks <br />including the pump curve data sheet. <br />9. Any well constructed for this facility shall comply with the well surface seal (pedestal) <br />specifications of the San Joaquin County Well Standards 4.10 and the Water Well Standards State <br />of California Bulletin 74-81. <br />10. A NTNC water system shall utilize only personnel who are certified in accordance with Title 22, <br />Section 7107, California Code of Regulations, as a Grade 1 Certified Distribution Operator (CDO) <br />to make decisions addressing the following operational activities: make alterations, repairs, and <br />additions to the water lines; disinfect, flush, drain, clean existing water lines; pull, rehabilitate and <br />disinfect the water well; stand-by emergency responses, maintain or adjust the flow and pressure, <br />including fire flows: investigate water quality problems, determine and control the proper <br />chemical dosage rates for the wellhead disinfection and distribution system. Provide EHD with a <br />copy of the Certification of the Grade -D1 Drinking Water Distribution Operator that will be <br />operating at your facility. You may contact the State Department of Health Services for additional <br />information on this requirement at (916) 327-1139. <br />The following issues are not conditions of the water permit but are concerns of EHD that should be <br />considered. <br />1. The use of low flow toilets and low water use equipment is recommended as a conservation <br />measure and to reduce the load on the existing septic systems. <br />2. The EHD encourages incorporation of a flow meter as part of the installation of a new water <br />source. This can be a useful tool in the overall water -monitoring program. <br />'According to the California Health and Safety Code section 116540, "no public water system that was <br />not in existence on January 1, 1998, shall be granted a permit unless the system demonstrates to the <br />Department that the water supplier possesses adequate financial, managerial, and technical capacity to <br />assure the delivery of pure, wholesome, and potable drinking water. This section shall also apply to any <br />change of ownership of a public water system that occurs after January 1, 1998". <br />
