11 <br />E <br />Proposed Odor Impact Minimization Plan — Compost Facility <br />Tracy Material Recovery Facility and Transfer Station <br />30703 S. MacArthur Drive, Tracy, California 95377 <br />• The facility personnel will conduct a load check during unloading. At least <br />one trained load -checking employee will be present during deliveries. <br />Contaminated and uncompostable materials will either be returned to the <br />hauler or placed in bags or cans or set aside. <br />• The green material, yard trimmings, and wood wastes will be processed in a <br />portable horizontal grinder within the boundary of the compost operations <br />area or deposited directly into the windrows. <br />• All incoming co -collected organic (CCO) feedstock (80% green waste/20% <br />food waste) will be commingled at the point of generation from residential <br />areas via the use of curbside green waste `toters'. The CCO feedstock will <br />come to the facility where the feedstock is ground on-site and then placed in <br />windrows. <br />• The CCO feedstock that to be processed at the facility will be placed into an <br />exclusive stockpile next to the grinder, and will be ground within 24 hours of <br />receipt. The processed CCO material will then be formed into elongated <br />windrows in the CCO composting area for on-site composting. <br />• Incoming material will be shaped into piles within an average of 7 days of <br />receipt for green material and within 48 hours for food waste. <br />• The material is formed into trapezoidal -shaped windrows. Windrows are <br />approximately 14 feet wide, 7 feet high, and a length that varies according to <br />pad size. Windrows are separated by a minimum *4 -foot wide access road for <br />windrow loading, monitoring, watering, and turning. <br />• All information pertaining to each pile will be documented in site records and <br />allow instant identification of pile status (e.g. start date, temperature readings, <br />turnings, and sampling) and allow site personnel to isolate material waiting <br />testing results. The Site Manager will keep a Map showing windrow location <br />and numbering system. <br />• The temperature and moisture of the windrow materials will be monitored and <br />controlled, and the windrows turned on a regular basis so that the composting <br />process is maintained. A windrow turner, or a front-end loader as back up, <br />will be used to turn the windrows. Windrows will be turned to meet the time <br />and temperature requirements as discussed below, wind permitting, for an <br />anticipated period of ten to fourteen weeks. <br />Water will be added as necessary to the compost windrows to maintain the <br />appropriate composting moisture and control dust. A piped irrigation system is <br />used to add water to the windrows. The frequency of spray irrigation will vary <br />with the season. A water truck will also be used to control dust generation <br />during grinding or screening and be available for fire protection. <br />C. <br />
