C <br />Proposed Odor Impact Minimization Plan — Compost Facility <br />Tracy Material Recovery Facility and Transfer Station <br />30703 S. MacArthur Drive, Teary, California 95377 <br />• Section 1 — Method 1: Elongated Windrow Composting (green material <br />only) <br />The TMRF/TS & CF proposes to expand into food waste feedstocks and propose <br />the following composting methods — identified by their respective technology <br />application section from the Report of Composting Site Information (RCSI) <br />prepared as part of the project description for the Conditional Use Permit <br />application, for the associated feedstocks: <br />• Section 2 — Method 2: Elongated Windrow Composting (co -collected <br />green material with up to 20% food waste) <br />• Section 3 — Method 3: Enclosed aerated static pile Composting (CTI <br />System) (up to 50% food waste) <br />• Section 4 — Method 4: Covered Aerated Static Pile Composting (up to <br />50% food waste) <br />Operations Plan for existing composting operations — <br />Section 1 — Method 1: Elongated Windrow Composting (green material only) <br />The total time the green material feedstock remains at the facility using the <br />elongated windrow composting method is approximately 14 to 20 weeks. The <br />finished product is then stored on-site for not more than 180 days until the <br />product is shipped off to market. There is adequate room on-site to store the <br />finished product for extended periods. The Site Plan provides capacity totaling <br />49,200 cubic yards of total compost material, and 29,900 cubic yards of finished, <br />stockpiled product. <br />It is anticipated that the facility will process up to 115,000 cubic yards of material <br />per year through the facility. Factors that influence throughput consist of <br />adequate appropriate feedstock, material bulk density and moisture content, <br />availability of new or additional feedstock sources, and market demand. The <br />Compost Facility was originally designed to have sufficient capacity to receive <br />and process 170 tons per day over an area of 5 acres, with peak loads up to 180 <br />tons per day. The Environmental Impact Report prepared in 1993, when the <br />Conditional Use Permit was obtained from San Joaquin County, anticipated a <br />throughput of 132 tons per day of green material and wood waste. Current <br />operations consist of an input of approximately 35 tons per day of green waste <br />and 35 tons per day of wood waste. <br />An overview of the windrow composting process is presented below: <br />• Incoming trucks are received and weighed at the scale located near the Gate <br />House. The scale personnel will direct haulers to the appropriate area of the <br />composting facility. Appropriate signage in conformance with the <br />requirements of 14 CCR §17867(a) (7) will be placed within the composting <br />facility. <br />5 <br />
