I understand that this is a 20 year plan, but issues that may arise from a 20 year plan need to be adequately evaluated prior to approval. This on again off again project seems to have just slipped through. I agree with you that CEQA is necessary for a permit revision and you are right that CEQA comes before permitting. I would add that CEQA needs to be a thorough review of all the changes and in this case I do not feel that has been achived. If you want to meet then fine, but be prepared to roll you sleves up and do some work. In the past meeting more was said then done. Let me know if you have any other questions. Since the Planning Commission meeting has been punted, let's take the time to discuss the key issues in the field with CalRecycle staff as well on June 2. Months after the CEQA document has been certified, we would apply for a SWFP Revision with a complete and correct application package with all of the operational details needed to comply with Title 14, where we would requires a pre -application meeting with the LEA to ensure that we prepare a "complete and correct" application. 5/20/2011
