I understand that this is a 20 year plan, but issues that may arise from a 20 <br />year plan need to be adequately evaluated prior to approval. This on again off again project seems <br />to have just slipped through. I agree with you that CEQA is necessary for a permit revision and you <br />are right that CEQA comes before permitting. I would add that CEQA needs to be a thorough review <br />of all the changes and in this case I do not feel that has been achived. If you want to meet then fine, <br />but be prepared to roll you sleves up and do some work. In the past meeting more was said then <br />done. Let me know if you have any other questions.
