October 19, 2011 <br />Robert McClellon, Program Coordinator, RENS <br />Environmental Health Department <br />San Joaquin County <br />600 East Main Street <br />Stockton, CA 95202-3029 <br />RE: Five -Year Permit Review for the Tracy Material Recovery & Transfer Station <br />(39 -AA -0024) <br />Dear Mr. McClellon: <br />On behalf of Tracy Material Recovery & Transfer Station, Edgar & Associates, Inc. <br />hereby submits the Five -Year Permit Review update as requested in your letter dated <br />September 6, 2011. The Solid Waste Facility Permit (SWFP) is due for permit review on <br />March 7, 2012. <br />As you are aware, Tracy Material Recovery & Transfer Station has been in the process <br />of proposing "significant changes" to the Facility that will require a major modification to <br />the current CUP and a new CEQA document. After years of studies and meetings, the <br />Facility Expansion is scheduled to be in front of the County Development Committee on <br />October 25, 2011, and the County Planning Commission on November 17, 2011. <br />Tracy Material Recovery and Transfer Station have fully acknowledged that a SWFP <br />Revision will be required, and is poised to start that process after the CUP has been <br />approved and the CEQA document has been certified. The SWFP Review process is <br />intended to update the SWFP should there not be "significant changes" where a SWFP <br />Revision is not needed. In place of the SWFP Review process, that could be viewed as <br />duplicative when performed in parallel with a SWFP Revision process, we would like to <br />propose a Solid Waste Facility Permit Revision schedule to satisfy all parties.
