October 19, 2011
Robert McClellon, Program Coordinator, RENS
Environmental Health Department
San Joaquin County
600 East Main Street
Stockton, CA 95202-3029
RE: Five -Year Permit Review for the Tracy Material Recovery & Transfer Station
(39 -AA -0024)
Dear Mr. McClellon:
On behalf of Tracy Material Recovery & Transfer Station, Edgar & Associates, Inc.
hereby submits the Five -Year Permit Review update as requested in your letter dated
September 6, 2011. The Solid Waste Facility Permit (SWFP) is due for permit review on
March 7, 2012.
As you are aware, Tracy Material Recovery & Transfer Station has been in the process
of proposing "significant changes" to the Facility that will require a major modification to
the current CUP and a new CEQA document. After years of studies and meetings, the
Facility Expansion is scheduled to be in front of the County Development Committee on
October 25, 2011, and the County Planning Commission on November 17, 2011.
Tracy Material Recovery and Transfer Station have fully acknowledged that a SWFP
Revision will be required, and is poised to start that process after the CUP has been
approved and the CEQA document has been certified. The SWFP Review process is
intended to update the SWFP should there not be "significant changes" where a SWFP
Revision is not needed. In place of the SWFP Review process, that could be viewed as
duplicative when performed in parallel with a SWFP Revision process, we would like to
propose a Solid Waste Facility Permit Revision schedule to satisfy all parties. Instead of
spending staff time and money on a parallel SWFP Review process that says that a
SWFP Revision is required, let's focus our time and energy on the SWFP Revision
process.
1822 21st Street, Sacramento California 95811 1 tel 916.739.1200 fax 916.739.1216 email edgarinc@edgarinc.org
