The District is concerned with D. I. of Page 5 with regard to <br /> the requirements for an alternate method of discharge in the event that the <br /> oxygen concentration falls below 5.0 ma 11 in the receiving water. <br /> We feel that the alternate methods should be fully addressed to insure that <br /> service area #31 contains enough land to handle such an emergency if land disposal <br /> is to be considered.
