CA0081884 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> SADDLE CITY COUNTY SERVICE AREA NO. 31 <br /> GIBRALTAR COMMUNITY BUILDERS <br /> WASTEWATER TREATMENT FACILITY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (here- <br /> after Board) finds that: <br /> 1 . Saddle City County Service Area No. 31 and Gibraltar Community Builders <br /> (hereafter Discharger) submitted a Report of Waste Discharge, dated <br /> 1 November 1985, and applied for a permit to discharge waste under the <br /> National Pollutant Discharge Elimination System (NPDES) . <br /> 2. The Discharger proposes to discharge a maximum of 0. 15 mgd of treated <br /> domestic waste from secondary treatment facilities into Highline Canal , <br /> Dredger Cut, White Slough, Bishop Cut, and the San Joaquin Delta, waters of <br /> the United States, at a point in Section 23, T3N, R5E, MDB&M. <br /> 3. The San Joaquin County Utility Maintenance Districts will . be responsible for <br /> the operation, maintenance, and improvement of the wastewater treatment <br /> facilities. <br /> 4. The City of Lodi 's White Slough Water Pollution Control Plant discharges in <br /> the same section stated in Finding 2. <br /> 5. Discharge from the City of Lodi has been classified by the EPA and the <br /> Regional Board as a major discharge ; whereas, discharge from the Discharger <br /> has been determined by the Board as a minor discharge. Requirements for the <br /> City of Lodi are reflected in the Discharger's requirements. <br /> 6. The Report of Waste Discharge describes the proposed discharge as follows: <br /> Average Flow: 0. 10 million gallons per day (mgd) <br /> Design Flow: 0. 15 million gallons per day (mgd) <br /> Average Temperature: 80° F (27"C) Summer;60' F ( 16%) Winter <br /> Constituent mg/l lbs/day <br /> BOD 25 31 <br /> Suspended Matter 25 31 <br /> pH 6.5 8.5 <br />
