WASTE DISCHARGE REQUIREMENTS -2- <br /> SADDLE CITY COUNTY SERVICE AREA NO. 31 <br /> AND GIBRALTAR COMMUNITY BUILDERS <br /> WASTEWATER TREATMENT FACILITY <br /> SAN JOAQUIN COUNTY <br /> 7. The Board, on 25 July 1975, adopted a Water Quality Control Plan for the <br /> Sacramento-San Joaquin River Basin (5B) , which contains water quality <br /> objectives. These requirements are consistent with that Plan. <br /> 8. The beneficial uses of Highline Canal , Dredger Cut, White Slough, Bishop Cut, <br /> and Delta waters, are municipal , industrial , and agricultural supply ; recrea- <br /> tion ; esthetic enjoyment ; navigation ; and preservation and enhancement <br /> of fish, wildlife and other aquatic resources. <br /> 9. The beneficial uses of the ground water are municipal, industrial agri- <br /> cultural and domestic supply. <br /> 10. The State of California Department of Health Services (DHS) is conducting a <br /> study to determine disinfection requirements necessary to protect public <br /> health considering the dilution capacity of the receiving waters. The Board <br /> may modify or revise this Order based on the results of the study. <br /> 11. San Joaquin County has adopted a final environmental impact report in <br /> accordance with the California Environmental Quality Act (Public Resources <br /> Code Section 21000, et seq. ), and the State Guidelines. The EIR omitted <br /> discussion on water quality issues. <br /> 12. The Board has reviewed the EIR and the Report of Waste Discharge and deter- <br /> mined that these waste discharge requirements will protect water quality. <br /> 13. The Board has notified the Discharger and interested agencies and persons of <br /> its intent to prescribe waste discharge requirements for this discharge and <br /> has provided them with an opportunity for a public hearing and an opportunity <br /> to submit their written views and recommendations. <br /> 14. The Board, in a public meeting, heard and considered all comments pertaining <br /> to the discharge. <br /> 15. This Order shall serve as an NPDES permit pursuant to Section 402 of the <br /> Clean Water Act, or amendments thereto, and shall take effect ten days from <br /> the date of hearing, provided EPA has no objections. <br /> IT IS HEREBY ORDERED that Saddle City County Service Area No. 31 and Gibraltar <br /> Community Builders, in order to meet the provisions contained in Division 7 of the <br /> California Water Code and regulations adopted thereunder, and the provisions of <br /> the Clean Water Act and regulations and guidelines adopted thereunder, shall <br /> comply with the following: <br />
