The operations and maintenance plan shall also provide a description of how requirements will be met when treated domestic wastewater is being applied to land. The plan shall include a description of application methods, loading rates, flows and quality of reclaimed wastewater, runoff containment measures, and boundaries of the area to be used for land disposal. 4. Neither the discharge nor its treatment shall create a nuisance or pollution as defined in Section 13050 of the California Water Code. 5. Reclaimed wastewater shall meet the criteria contained in Title 22, Division 4, California Administrative Code (Section 60301, et seq.). 6. If the study by DHS finds that the effluent limitations are not adequate to protect public health, the Board may modify or revise this Order including, but not limited to, disinfection requirements in order to protect public health. 7. If the City of Lodi's requirements are revised or modified to reflect more stringent requirements by the EPA, DHS, and State Board, the Board may revise or modify this Order accordingly. 8. The Discharger shall submit to the Board on or before each compliance report date, a report detailing his compliance or noncompliance with the specific schedule and task. 9. If noncompliance is being reported, the reasons for such noncompliance shall be stated, plus an estimate of the date when the Discharger will be in compliance. The Discharger shall notify the Board by letter when he has returned to compliance with the time schedule. 10. The Discharger shall comply with all the items of the "Standard Provisions and Reporting Requirements (NPDES)", dated 15 May 1986, which are a part of this Order. 11. The Discharger shall comply with the attached Monitoring and Reporting Program No. 12. This Order expires on and the Discharger must file a Report of Waste Discharge in accordance with Title 23, California Administrative Code, not later than 180 days in advance of such date as application for issuance of new waste discharge requirements. 13. The Discharger shall provide certified wastewater treatment plant operators in accordance with regulations adopted by the State Water Resources Control Board.
