WASTE DISCHARGE REQUIREMENTS <br />SADDLE CITY COUNTY SERVICE AREA NO. 31 <br />AND GIBRALTAR COMMUNITY BUILDERS <br />WASTEWATER TREATMENT FACILITY <br />SAN JOAQUIN COUNTY <br />Irl! <br />3. The operations and maintenance plan shall also provide a description of <br />how requirements will be met when treated domestic wastewater is being <br />applied to land. The plan shall include a description of application <br />methods, loading rates, flows and quality of reclaimed wastewater, runoff <br />containment measures, and boundaries of the area to be used for land <br />disposal. <br />4. Neither the discharge nor its treatment shall create a nuisance or <br />pollution as defined in Section 13050 of the California Water Code. <br />5. Reclaimed wastewater shall meet the criteria contained in Title 22, <br />Division 4, California Administrative Code (Section 60301, et seq.). <br />6. If the study by DHS finds that the effluent limitations are not adequate <br />to protect public health, the Board may modify or revise this Order <br />including, but not limited to, disinfection requirements in order to <br />protect public health. <br />7. If the City of Lodi's requirements are revised or modified to reflect more <br />stringent requirements by the EPA, DHS, and State Board, the Board may <br />revise or modify this Order accordingly. <br />8. The Discharger shall submit to the Board on or before each compliance <br />report date, a report detailing his compliance or noncompliance with the <br />specific schedule and task. <br />9. If noncompliance is being reported, the reasons for such noncompliance <br />shall be stated, plus an estimate of the date when the Discharger will be <br />in compliance. The Discharger shall notify the Board by letter when he <br />has returned to compliance with the time schedule. <br />10. The Discharger shall comply with all the items of the "Standard Provisions <br />and Reporting Requirements (NPDES)", dated 15 May 1986, which are a part <br />of this Order. <br />11. The Discharger shall comply with the attached Monitoring and Reporting <br />Program No. <br />12. This Order expires on and the Discharger must file <br />a Report of Waste Discharge in accordance with Title 23, California <br />Administrative Code, not later than 180 days in advance of such date as <br />application for issuance of new waste discharge requirements. <br />13. The Discharger shall provide certified wastewater treatment plant <br />operators in accordance with regulations adopted by the State Water <br />Resources Control Board. <br />
