WASTE DISCHARGE REQUIREMENTS -5- <br />SADDLE CITY COUNTY SERVICE AREA NO. 31 <br />GIBRALTAR COMMUNITY BUILDERS <br />WASTEWATER TREATMENT FACILITY <br />SAN JOAQUIN COUNTY 0A41,11 <br />D. Receiving Water Limitations:�� <br />1. The Discharger shall not cause the dissolved oxygen concentration in <br />either White Slough or Bishop Cut to fall below 5.0 mg/1. When dissolved <br />oxygen concentrations fall below this limit, the discharge of waste to <br />surface waters is prohibited. <br />2. The discharge shall not cause visible oil, grease, scum, foam, floating or <br />suspended material in the receiving waters or watercourses. <br />3. The discharge shall not cause concentrations of any materials in the <br />receiving waters which are deleterious to human, animal, aquatic, or plant <br />life. <br />4. The discharge shall not cause esthetically undesirable discoloration of <br />the receiving waters. <br />5. The discharge shall not cause fungus, slimes, or other objectionabTe <br />growths in the receiving waters. <br />6. The discharge shall not cause bottom deposits in the receiving waters. <br />7. The discharge shall not increase the turbidity of the receiving waters by <br />more than 10% over background levels. <br />8. The discharge shall not alter the normal ambient pH of White Slough <br />more than 0.5 units. <br />9. The discharge shall not increase the normal ambient temperature of White <br />Slough water more than 50F (3°C). <br />10. The discharge shall not cause a violation of any applicable water quality <br />standard for receiving waters adopted by the Board or the State Water <br />Resources Control Board as required by the Clean Water Act and regulations <br />adopted thereunder. If more stringent applicable water quality standards are <br />approved pursuant to Section 303 of the Clean Water Act, or amendments <br />thereto, the Board will revise and modify this Order in accordance with such <br />more stringent standards. <br />E. Provisions: <br />1. The Discharger shall provide land to be used for storage and/or disposal <br />when the discharge of wastes to surface waters is prohibited. <br />2. The Discharger shall submit an operations and maintenance plan for the <br />facility. The plan shall include a schedule for routine maintenance to <br />assure proper operation; a description of proposed sludge disposal; <br />alternative sources of power; and a contingency plan in case the Contreat <br />System fails. <br />
