SAN ,dDAQ U I N Environmental Health Department <br /> C01-1 N T <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> NORTH COUNTY LANDFILL 17720 E HARNEY LN, LODI February 24, 2022 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 707 CCR 66273.34 Universal Waste Handler failed to label universal waste. <br /> OBSERVATION: The facility has not labeled their universal waste(UW)as required by this section. The following <br /> universal waste was observed in the self-haul dumping area with incomplete labeling: <br /> -four black 55 gallon metal drums of batteries were observed without a label <br /> -one cardboard container of fluorescent light bulbs was observed without a label <br /> -one black approximately 60 gallon plastic drum labeled "broken fluorescent bulbs" had incomplete labeling <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66273.34 Labeling/Marking <br /> CORRECTIVE ACTION: Immediately label the UW as required by this section.Various UW can be appropriately <br /> labeled: "UW-batteries", "Universal Waste-Mercury-Containing Equipment', "Universal Waste-Lamps"or <br /> "Universal Waste-Electronic Devices". Provide a corrective action statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a repeat violation, Class II. <br /> 802 HSC 25211.2,25211.3 Failure of a CAR to provide documentation for removal of materials that require special <br /> handling. <br /> OBSERVATION: A Certified Appliance Recycler contractor, Onsite Electronics Recycling LLC, removes materials <br /> that require special handling (MRSH)from refrigerators and other appliances at this site. This facility could not <br /> provide documentation of the volume or weight of the refrigerants(Freon), used oil or other MRSH removed from <br /> the appliances. The facility could not provide adequate details about the recycling destination of the refrigerants. <br /> The information provided about the refrigerant handler, Rapid Recovery, is only a PO Box, not a street address. <br /> REGULATION GUIDANCE: California Health&Safety Code sections 25211.2 and 25211.3 Management of <br /> Hazardous Wastes Removed From Discarded Appliances <br /> CORRECTIVE ACTION: <br /> Provide documentation for the next 30 days of the volume or weight of the refrigerants(Freon), used oil or other <br /> MRSH removed from the appliances. <br /> Provide the name,telephone number and street address of the business location that recycles the refrigerant. <br /> Provide additional documentation that demonstrates the refrigerant handler recycles the refrigerant. <br /> Start collecting this documentation, and keep the records at the facility for three years. Provide a corrective action <br /> statement and supporting documentation to the San Joaquin County Environmental Health Department(EHD) <br /> within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection.
