b. If improvements referred to herein are not completed prior to the approval of the Final <br /> Map, the subdivider shall execute an agreement with the County of San Joaquin which <br /> will ensure the completion of improvements within one year after filing the Final Map <br /> (Planning Title Section 9-9133). <br /> C. Lizze Lane shall be dedicated and improved to County standards for a 50-foot-wide right- <br /> of-way urban subdivision street with a 90 degree knuckle turn to the south at the end. <br /> The centerline radius shall be a minimum of 250 feet (Planning Title Section 9-9135). <br /> d. Pock Lane shall be improved on the subdivided side to County standards for a 50-foot- <br /> wide right-of-way urban street (Planning Title Section 9-9135). <br /> e. A terminal drainage system shall be provided to meet the requirements of the County and <br /> to provide adequate drainage for the subdivision. The terminal drainage to Duck Creek, <br /> including all applicable permits, shall be approved by the Board of Reclamation and the <br /> San Joaquin County Flood Control District. The outfall shall be detained or metered to <br /> limit discharge until channel capacity is available (Planning Title Section 9-9404). <br /> f. The project shall be served by a public water system conforming to the requirements of <br /> the San Joaquin County Public Health Services (Environmental Health Division) and the <br /> Department of Public Works. A 'will serve' letter shall be required from the California <br /> Water Service Company (Planning Title Sections 9-10200 and 9-10201). <br /> g. The project shall be served by a public sewer collection and treatment system <br /> constructed in conformance with the requirements of the San Joaquin County Public <br /> Health Services (Environmental Health Division) and the Department of Public Works. A <br /> "will serve, letter shall be required from the City of Stockton (Planning Title Sections 9- <br /> 10100, 9-10101, and 9-10102). <br /> h. Street lighting shall be provided for the subdivision and the frontage of Pock Lane <br /> (Planning Title Section 9-9301). <br /> i. A County Service Area shall be formed prior to the approval of the Final Map to provide <br /> for the operation, maintenance, and improvement of storm drainage and street lighting <br /> facilities (Planning Title Section 9-10004). <br /> j. A Traffic Impact Mitigation Fee will be required when the parcels are developed. The fee <br /> is due and payable at the time of building permit application. The fee currently is <br /> $2,729.00 for each single-family dwelling unit in the Stockton area. The fee shall be <br /> automatically adjusted July 1 of each year by the Engineering Construction Cost Index <br /> as published by the Engineering News Record (Resolution R-90-304). <br /> k. This subdivision is approved for recording as a single unit, and phasing is not approved <br /> (Planning Title Section 9-9353). <br /> I. A Preliminary Soils Report is required in accordance with County standards for the <br /> purpose of determining the R-Value for the design of the roads (Planning Title Section 9- <br /> 9104), <br /> Conditions of Approval - 2 - SU-91-6 <br />
