Item No. 8 <br /> PC : 10-15-81 <br /> 5-82-3/PUD-82-1 <br /> Page 2 <br /> REFERRALS AND REPLIES <br /> - Tracy School District - This project would affect the high school district <br /> only. The high school is not overcrowded and could absorb approximately <br /> 75 additional students but our enrollment projections, based on projects <br /> already approved, will produce more than 75 students in the next 3-5 years. <br /> This project should not be approved until the applicant signs an agree- <br /> ment to pay an agreed upon amount per bedroom to help provide classroom <br /> space. <br /> - City of Tracy - Recommendation : Conditional approval. Basis for <br /> Recommendation : If subdivision is approved, the following conditions <br /> should be addressed: <br /> 1. Street lighting on Von Sosten and Hansen Road. <br /> 2. With the increased traffic generated by the subdivision, there may <br /> need to be an additional traffic protection at the intersection <br /> of Von Sosten and Hansen. <br /> 3. That a screening type fence be constructed around the perimeter <br /> of the subdivision to prevent the disruption of the agricultural <br /> uses. As a comment, the Community Development staff reiterates <br /> the City Council ' s recommendation in the referral of February 1, <br /> 1980 GA-5 to RR-65, that the development of this property would <br /> be . .a major precedent setting amendment and could permit <br /> erosion of the General Plan and its goals. <br /> - Public Works - The site would not be subject to flooding from an <br /> Intermediate Regional Flood. Hansen Road at this site and Von Sosten <br /> Road at this site have an existing right-of-way width of 50' and 44' <br /> respectively, and a planned right-of-way width of 60' and 60' . Road <br /> right-of-way dedication will be required to develop each road right-of- <br /> way to 60' ultimate. This will be required on subdivision map. Public <br /> Works policy recommends storm basins in RR-65 zone be lccated at rear <br /> of lot or community pond under P.U.D. Due to high groundwater table <br /> and undesirable soil conditions of the area, the project should be <br /> referred to California Regional Water Quality Control Board and Local <br /> Health District. <br /> - Air Pollution Control District <br /> - LAFCO <br /> - Pacific Telephone and Telegraph Company <br /> - Pacific Gas and Electric Company <br /> - Tracy Fire District <br /> - West Side Irrigation District <br /> - Lammersville <br /> OTHER CONSIDERATIONS <br /> - The area has a high water table and impervious soil strata. The proposed <br /> method of sewage disposal is by individual septic tanks. The proposed <br /> method of drainage is by individual ponds. Because of the poor subsurface <br /> drainage, the local soils are unsuited for disposal of water by percola- <br /> tion. <br /> - In previous developments in the area, reliance on individual ponds has <br /> caused local flooding. A better environment would be produced by a <br /> community drainage system which could convey excess water off the <br /> individual properties. <br />
