Have any leachfield lines con- <br /> structed within the immediate area intercepted the water table? Do <br /> you anticipate that seepage from the earth-lined canal during the <br /> irrigation (summer) period will affect the leachfields of the lots <br /> adjacent to this canal? Have you investigated any alternative methods <br /> of sewage disposal other than individual septic tanks and leachfields? <br /> Are you aware of the recommendations submitted to the San Joaquin <br /> County Planning Department by Stan Phillipe of the Regional Water <br /> Quality Control Board (letter dated May 5, 1981) stating that further <br /> development not be allowed, "until sufficient information regarding <br /> local soil and groundwater conditions is available to judge the area's <br /> capability to successfully handle the added wastes". Do you feel you <br /> have adequately documented these conditions for Los Ranchos Estates? <br /> The Larch-Clover Area in Tracy is being studied with the aid of <br /> State and Federal funds to determine if a pollution problem has evolved <br /> due to the density of septic tanks, high groundwater conditions and <br /> impervious nature of the clay soils. Other than the fact that this <br /> area has been in existance longer than the Santos Ranch Development, <br /> do you feel that there are any site conditions significantly different <br /> between these two locations. Have you investigated the costs involved <br /> in rectifying a pollution problem of a serious nature, that may evolve <br /> 5, 10, or 20 years after initial development? <br /> IV. Storm Drainage System <br /> Are there any existing irrigation pipelines crossing the Los <br /> Ranchos Estates site, and if so are they located on your drawings? <br /> Have you prepared drawings illustrating a community drainage system to <br /> convey excess water off individual properties to a storm pond. Have <br /> you taken any action to establish a County Service Area for the drain- <br /> age system maintenance and operation. <br /> During recent heavy rains there was no flooding of individual <br /> residences, or overtopping of the storm pond at Currier Estates, however, <br /> numerous residents with individual drainage basins suffered flood damage. <br /> Public Works Department files will be requested as evidence of exist- <br /> ing drainage problems created by individual drainage ponds at the next <br /> Planning Department hearing, documenting several years of record. What <br /> assurances can you give to residents downgradient of the proposed <br /> development that sheet flow (overland) drainage will not be transferred <br /> off the project site, as new residents fill in, or otherwise disrupt <br /> the planned drainage scheme? <br />
