Item No. 2 D/C 2-17-82 - S-82-3 Page 2 - The '=oanzrd of Supervisors has referred this Subdivision Map back to the Planning Commission for clarification of the conditions regarding water, sewer and drainage systems. - At the prior hearing, Staff noted that : - The area has a high water table and impervious soil strata. The proposed method of sewage disposal is by individual septic tanks. The proposed method of drainage is by individual ponds. Because of the poor subsurface drainage, the local soils are unsuited for disposal of water by percolation. - In previous developments in the area, reliance on individual ponds has caused local flooding. A better environment would be produced by a community drainage system which could convey excess water off the individual properties. - Elevation of the roads to prevent flooding of the pavement will block the natural drainage flow to the northeast. This may cause localized flood- ing during severe storms. - Use of septic tanks for sewage disposal in a high water table area will create a threat of possible groundwater contamination or leachfield failure. - At the meeting of October 15, 1981 the following conditions were recommended to the Board of Supervisors : 1) All improvements shall conform with the Improvement Standards and Specifications of the County of San ,Joaquin. All improvement plans and specifications must be approved by the County of San Joaquin Department of Public works prior to approval of the Final Map. If improvements referred to herein are not completed prior to the approval of the Final Map, the subdivider shall execute an agreement with the County of San Joaquin, insuring the completion of improvements within one (1) year after filing the Final Map. Full street improvements in compliance with Section 1612 of Ordinance 2634 and Ordinance 672 shall be provided within the subdivision. Von Sosten and Hansen Roads shall be fully improved on the subdivided side in compliance with County standards. The subdivider shall pay users fees for the utility services from the time the improvements are accepted by the County to the end of the fiscal year, or up to a one (1) year period, as the case may be. 2) A. Storm drainage shall be conveyed to a co„xmunity storm pond or ponds. Lot grading and storm drainage improvements shall be part of the improvement plans.
