Item No. 2 <br /> D/C 2-17-82 - <br /> S-82-3 <br /> Page 2 <br /> - The '=oanzrd of Supervisors has referred this Subdivision Map back to the <br /> Planning Commission for clarification of the conditions regarding water, <br /> sewer and drainage systems. <br /> - At the prior hearing, Staff noted that : <br /> - The area has a high water table and impervious soil strata. The proposed <br /> method of sewage disposal is by individual septic tanks. The proposed <br /> method of drainage is by individual ponds. Because of the poor subsurface <br /> drainage, the local soils are unsuited for disposal of water by percolation. <br /> - In previous developments in the area, reliance on individual ponds has <br /> caused local flooding. A better environment would be produced by a <br /> community drainage system which could convey excess water off the individual <br /> properties. <br /> - Elevation of the roads to prevent flooding of the pavement will block the <br /> natural drainage flow to the northeast. This may cause localized flood- <br /> ing during severe storms. <br /> - Use of septic tanks for sewage disposal in a high water table area will <br /> create a threat of possible groundwater contamination or leachfield <br /> failure. <br /> - At the meeting of October 15, 1981 the following conditions were recommended <br /> to the Board of Supervisors : <br /> 1) All improvements shall conform with the Improvement Standards and <br /> Specifications of the County of San ,Joaquin. <br /> All improvement plans and specifications must be approved by the <br /> County of San Joaquin Department of Public works prior to approval of <br /> the Final Map. <br /> If improvements referred to herein are not completed prior to the <br /> approval of the Final Map, the subdivider shall execute an agreement <br /> with the County of San Joaquin, insuring the completion of improvements <br /> within one (1) year after filing the Final Map. <br /> Full street improvements in compliance with Section 1612 of Ordinance <br /> 2634 and Ordinance 672 shall be provided within the subdivision. <br /> Von Sosten and Hansen Roads shall be fully improved on the subdivided <br /> side in compliance with County standards. <br /> The subdivider shall pay users fees for the utility services from the <br /> time the improvements are accepted by the County to the end of the <br /> fiscal year, or up to a one (1) year period, as the case may be. <br /> 2) A. Storm drainage shall be conveyed to a coâxmunity storm pond or <br /> ponds. Lot grading and storm drainage improvements shall be part <br /> of the improvement plans. <br />
