1 <br /> PLANNING COMMISSION <br /> OCT 15, 1981 <br /> 8. SUBDIVISION MAP N0. S-82-3 AND PLANNED UNIT DEVELOPMENT NO. PUD-82-1 OF <br /> IAS RANCHOS COUNTRY ESTATES (c/o Associated Engineers and Planners) , for a <br /> 59 lot rural residential subdivision, on the south side of Von Soaten Road, 992.65' <br /> west of Hansen Road, west of Tracy. <br /> Planning considerations: The Planning Department introduced a written report <br /> Into the record and recommended certification of the Environmental Impact <br /> Report and conditional approval of the Subdivision and the Planned Unit <br /> Development. <br /> It was noted that P.G. & E. requested a public utility easement. Mr. Chahal <br /> requested this item be subject to Regional Water Quality Control Board. Further, <br /> it was suggested that the backing area be stopped or the frontage from the PUD <br /> road entrance be changed. Los Ranchos Drive entrance at Von Sosten has a <br /> median and Public Works recommends that the median be eliminated. <br /> Mr. Miller, representing the Local Health District, explained that until such <br /> time as the developers fail to comply with Ordinance 549, the Regional Water <br /> Quality Control Board has no say as to what will go in there. Until the <br /> soil profiles are submitted, Local Health District cannot report the require- <br /> ments. <br /> Mr. Chahal said that Public Works has a letter from Water Quality with a recom- <br /> mendation that there be a monitor of the water every three months and a report <br /> sent to the State. It was noted that some of the elevations listed vary. <br /> Mr. Miller said that until a hole is drilled in the ground there can be no <br /> statement on the water table. <br /> PUBLIC HEARING OPENED <br /> PROPONENTS: Dave Olmstead, 19 East 6th Street, Tracy, was present and said <br /> they will omit the center divider on the entry-way of the project. Regarding <br /> backing up on the Von Sosten and Hansen Roads, they will stipulate that each lot <br /> will contain the back-up area on the lot. They will meet the requirements of <br /> Ordinance #549. Regarding drainage, they have an dption of on-lot ponds and a <br /> community collection system. He objected to proposed condition #4 and this was <br /> reworded (see motion) . <br /> OPPONENTS: Peter Konesky, 17451 Von Sosten, was present and said he owns the <br /> 2nd lot from the subdivision. He said the drain tiles which run through the <br /> center of this property could be affected by this project. <br /> Mr. Olmstead said the drain tiles will stay in place. <br /> Steve Ormonde commented that there is no easement across his property for any <br /> one else'a use; he could remove the drain tile although it is his intent to <br /> leave it in. He said he did not believe it was installed on a federal <br /> assistance program, <br />
