1
PLANNING COMMISSION
OCT 15, 1981
8. SUBDIVISION MAP N0. S-82-3 AND PLANNED UNIT DEVELOPMENT NO. PUD-82-1 OF
IAS RANCHOS COUNTRY ESTATES (c/o Associated Engineers and Planners) , for a
59 lot rural residential subdivision, on the south side of Von Soaten Road, 992.65'
west of Hansen Road, west of Tracy.
Planning considerations: The Planning Department introduced a written report
Into the record and recommended certification of the Environmental Impact
Report and conditional approval of the Subdivision and the Planned Unit
Development.
It was noted that P.G. & E. requested a public utility easement. Mr. Chahal
requested this item be subject to Regional Water Quality Control Board. Further,
it was suggested that the backing area be stopped or the frontage from the PUD
road entrance be changed. Los Ranchos Drive entrance at Von Sosten has a
median and Public Works recommends that the median be eliminated.
Mr. Miller, representing the Local Health District, explained that until such
time as the developers fail to comply with Ordinance 549, the Regional Water
Quality Control Board has no say as to what will go in there. Until the
soil profiles are submitted, Local Health District cannot report the require-
ments.
Mr. Chahal said that Public Works has a letter from Water Quality with a recom-
mendation that there be a monitor of the water every three months and a report
sent to the State. It was noted that some of the elevations listed vary.
Mr. Miller said that until a hole is drilled in the ground there can be no
statement on the water table.
PUBLIC HEARING OPENED
PROPONENTS: Dave Olmstead, 19 East 6th Street, Tracy, was present and said
they will omit the center divider on the entry-way of the project. Regarding
backing up on the Von Sosten and Hansen Roads, they will stipulate that each lot
will contain the back-up area on the lot. They will meet the requirements of
Ordinance #549. Regarding drainage, they have an dption of on-lot ponds and a
community collection system. He objected to proposed condition #4 and this was
reworded (see motion) .
OPPONENTS: Peter Konesky, 17451 Von Sosten, was present and said he owns the
2nd lot from the subdivision. He said the drain tiles which run through the
center of this property could be affected by this project.
Mr. Olmstead said the drain tiles will stay in place.
Steve Ormonde commented that there is no easement across his property for any
one else'a use; he could remove the drain tile although it is his intent to
leave it in. He said he did not believe it was installed on a federal
assistance program,
