Mr. Olmstead <br /> replied that the fence would be on the subdivision property. <br /> Mr. Konesky said he was concerned over the road situation in this area; the <br /> black top had been torn up by the telephone company and they did not replace it; <br /> the street is now quite narrow. <br /> REBUTTAL: Mr. Olmstead commented that the West Side Irrigation District has a <br /> 60' wide fee strip. They will have a fence on the subdivision property. The <br /> County is getting a dedication on Von Sosten Road and Hansen Road. The use <br /> will be consistent with the other subdivision activity in the area. <br /> PUBLIC HEARING CLOSED <br /> Chairman Buscaglia noted that back-up driveways will be built as part of the <br /> improvement plans. There should be a working storm drainage system. A <br /> community system would be better than individual systems; however, she would <br /> not want to require something that would serve no purpose. She felt that <br /> Condition #2(a) should be required as stated in the staff report unless the <br /> developer can come back to the Planning Commission with photos and documents <br /> to prove otherwise - unless it is proven that it is an unnecessary condition. <br /> MOTION: Moved, seconded (Gillispie-Giambruno) and carried by a majority <br /> roll call vote to re-certify the Environmental Impact Report as adequate, (EIR-78-9) <br /> and to recommend approval of S-82-3 subject to below-listed conditions; and <br /> to approve PUD-82-1. Comm. Jungeblut voted no. Comms. Arnaudo and Berglund <br /> absent. <br /> SUBDIVISION CONDITIONS <br /> 1. All improvements s a con orm w th the Improvement Standards and <br /> Specifications of the County of San Joaquin. <br /> All improvement plans and specifications must be approved by the <br /> County of San Joaquin Department of Public Works prior to approval of <br /> the Final Map. <br /> If improvements referred to herein are not completed prior to the <br /> approval of the Final Map, the subdivider shall execute an agreement <br /> with the County of San Joaquin, insuring the completion of improvements <br /> within one (1) year after filing the Final Map. <br /> Full street improvements in compliance with Section 1612 of Ordinance <br /> 2634 and Ordinance 672 shall be provided within the subdivision. <br /> Von Sosten and Hansen Roads shall be fully improved on the subdivided <br /> side in compliance with County standards. <br /> The subdivider shall pay users fees for the utility services from the <br /> time the improvements are accepted by the County to the end of the <br /> fiscal year, or up to a one (1) year period, as the case may be. <br />
