Victor Road <br />Lodi, CA 95240 <br /> <br />Subject: Formal External Inspection of the 10,000-Gallon Diesel Aboveground Storage Tank (SPCC <br />Plan AST-1) <br /> <br />Dear Ms. Suarez: <br /> <br />Condor Earth (Condor) inspected the 10,000-gallon Aboveground Storage Tank (AST) at the Lodi <br />Facility located at 1400 E. Victor Road, Lodi, California (Facility). AST-1 (Tank) was inspected on <br />November 11, 2021, by Jordan Johnson, AST Inspector No. AST-T10388. Condor performed the <br />inspection in general conformance with Steel Tank Institute (STI) Standard SP001 6th Edition – January <br />2018 Formal External Inspection (FEI). <br /> <br />The Tank is a cylindrical single-compartment, single-wall, horizontally oriented steel tank located <br />outdoors under cover adjacent to the fuel dispensing area. The Tank’s configuration is consistent with a <br />Category 1 AST and has the following inspection schedule: <br />Tank Category <br />I, II, or III <br />(volume-gallons) <br />Monthly <br />Inspections* <br />(Y/N) <br />Annual <br />Inspections* <br />(Y/N) <br />Formal <br />External <br />Inspection** <br />(Years) <br />Formal <br />Internal <br />Inspection** <br />(Years) <br />Leak Test <br />(Years) <br />I (10,000 gal) Y Y 20 - - <br />*Completed by owner’s inspector. **Completed by Certified Inspector. <br /> <br />Visual Observations <br />• A manufacturer’s identification label and Underwriters Laboratory (UL) AST identification label <br />were observed on the Tank. <br />• The Tank was equipped with a 2-inch diameter operational (normal) vent. The dispenser pressure <br />relief tubing was connected to the operational vent. <br />• The Tank manway was equipped with an 8-inch diameter Emergency Relief Vent (ERV). <br />• The Tank was equipped with a mechanical level gauge. There was less than 1 inch difference <br />between the level gauge reading and manual liquid level measurement. <br />• The Tank was equipped with a ground-accessible, remote fill station. Fill piping entered the Tank <br />through a top port. The Tank was not equipped with an internal overfill prevention device.
