Recommendations Letter <br />In-Service Inspection Report – AST-1 <br />Dart Container <br />Page 2 <br /> <br /> <br /> <br />• An external suction pump for product dispensing was located north of the Tank in the fueling <br />area. Evidence of a leak from under the pump was observed. The leak appeared to be active <br />during the inspection (wet fluid on the pipe connections below the pump). <br />• Instances of coating (paint) failure with surface corrosion were observed over a large portion of <br />the Tank exterior. <br /> <br />Shell Testing/Observations <br />Ultrasonic thickness (UT) measurements were recorded in order to establish an inspection baseline for use <br />during future inspections with the purpose of identifying corrosion. While original steel thicknesses of the <br />Tank heads and sides were not available, measurements and visual inspection of the Tank revealed no <br />areas of significant internal or exterior corrosion. Refer to the Figure in Attachment A for thickness <br />measurements and the photographs attached to the formal report. <br /> <br />Signs of modifications to the Tank (after initial manufacturing) that would have required welding on the <br />Tank’s shell were evident. Modifications included the addition of a Unistrut piping support bracket on the <br />north side of the Tank, ladder supports on the east end of the Tank, a top platform with handrails. Welds <br />did not appear to visibly distort the Tank shells or to be leaking. <br /> <br />Requirements for Continued Use <br />• Replace the 2-inch operational vent with a 3-inch diameter vent. The pressure relief tubing from <br />the dispenser pump was connected to the normal vent. The normal vent is required to be separate <br />from other attachments. The tubing should be rerouted to another opening. Routine inspection <br />and cleaning of the operational vent and ERV is required to maintain proper Tank venting. See <br />the Section 1.9.2 of the Tank Inspection Report on venting and report recommendations for more <br />detail. <br />• Remove surface corrosion and paint the Tank, supports, and uncoated piping as necessary. <br />• Investigate possible seepage and leaks at the fill connection on top of the Tank, bottom drain <br />plug, and from the Tank dispenser piping. Make repairs as necessary. Clean product stains from <br />the exterior of the Tank. <br />• Continue to document monthly and annual inspections in accordance with the Facility Spill <br />Prevention, Control, and Countermeasures (SPCC) Plan. Inspections include monthly check for <br />water in the Tank or implementation of an alternative consistent with Section 6.10 of the STI <br />SP001 Inspection Standard. <br /> <br />Inspector Recommendations for Continued Use <br />• Condor recommends the Facility provide signage near the liquid level gauge including the liquid <br />level measurement that corresponds to 90 percent Tank capacity at 6 feet, 7.5 inches (9,003 <br />gallons) and instructions not to fill the Tank past this point. <br />• Condor recommends removal of the external corrosion from the ladder, platform, and handrails <br />followed by the application of a protective coating. <br />• Provide training for personnel performing the monthly and annual inspections to include <br />identification of the applicable Tank equipment and proper completion of the forms.
