DART CONTAINER CORPORATION
LODI FACILITY

ABOVEGROUND STORAGE TANK
IN-SERVICE INSPECTION REPORT
AST-1
Inspection Date: November 11, 2021

1.0 PREFACE
Throughout this document, “Customer” or “Client” refers to Dart Container Corporation, “Facility” refers
to the Lodi Facility; and “Consultant”, “Engineer” or “Condor” refers to Condor Earth.

Field observations and research reported herein are considered sufficient in detail and scope to form a
reasonable basis for an in-service evaluation of the 10,000-gallon Aboveground Storage Tank (AST),
Spill Prevention, Control, and Countermeasures (SPCC) Plan ID AST-1 (Tank).

The methods used to acquire the information as well as compile and analyze the inspection data are
considered current and widely accepted methods in the industry. These methods have been developed to
provide our Client with information regarding apparent indications of existing or potential conditions
relating to the Tank and are limited by the accessibility to the tank and information available at the time
of the site visit and inspection. Conclusions listed in this report may have been based in part on
information provided by the current facility owner, their agents and/or third parties. Determining the
accuracy of information provided by others was not within the scope of services for which Condor was
retained. Conclusions based in whole or in part upon information provided by others shall be relied upon
at our Client’s sole risk.

This inspection report serves as documentation of the formal external inspection results for the Tank on
November 11, 2021, at the Facility. This Report is intended to provide the Tank owner/operator with an
assessment of the Tank’s current condition, recommendations for improvements to maintain long-term
integrity, and an opinion of the Tank’s suitability for continued service.

2.0 INSPECTION PROCEDURES
The Tank was inspected following the portions of the applicable procedures contained in the sixth edition
of the Steel Tank Institute (STI) Standard SP001, January 2018 “Standard for Inspection of Aboveground
Storage Tanks.”

Where applicable, Condor provided the following inspection and testing services on the Tank:
1. Visually inspect the outside of the Tank in detail. At a minimum, the following tank components
were inspected (where applicable):
a. Primary tank
b. Secondary tank (not applicable)
c. Tank supports
d. Tank anchors
e. Tank foundation and external supports
f. Tank gauges and alarms
g. Insulation covering (not applicable)
h. Tank appurtenances
i. Normal vents
