Dart Container Corporation
In-Service AST Inspection Report
Formal External Inspection of AST-1
Page 2

j. Emergency relief vents (ERVs)
k. Release prevention barriers
l. Spill control systems

2. Inspect the Tank based on its construction, per the following:
a. Single-wall tank of a horizontal cylindrical design, elevated above the ground.

3.0 GENERAL SITE AND TANK DESCRIPTION
Principal Facility activity is the production of plastic containers and includes a private diesel cardlock fuel
station for Facility equipment and over the road trucks. The Tank is used for storage of diesel in support
of the Facility fuel station. Refer to Photo 1 and Photo 2 for general exterior conditions. Exterior Tank
diameter was 96 inches (8 feet) with an overall length of 326 inches (27 feet, 2 inches). The Tank
appeared to be shop-fabricated and was in service at the time of inspection. Refer to Figure 1 for a
diagram of the Tank. Basic characteristics of the Tank are provided in Table 1.
Table 1 – Tank Description
Tank ID/Location Size
(Gallons) Tank Construction Material Manway
Access
Product
Stored
UL No: 604065
*TANK No: AST-1
(Outdoors)
10,000 Single-Wall, Steel Tank Yes Diesel
* Tank identification from the SPCC Plan.

The following details were observed as part of the overall tank inspection. The provided tank inspection
summary follows the STI Formal External Inspection (FEI) criteria. The FEI items for the Tank are
described below:

3.1 FORMAL EXTERNAL INSPECTION
1. General
1.1. A FEI was performed by Jordan Johnson, an STI Certified Inspector (AST Inspector No.
AST-T10388).
1.2. The Tank currently functions as storage for diesel, a flammable material with an
approximate flash point of 60 °C or 140 °F. Given the characteristics of the material
stored and the construction of the Tank, the inspector referenced the STI SP001 tank
inspection standard as a guideline.
1.3. The previous annual inspection reports and monthly inspections were provided to the
inspector for review. The Client was not aware of previous formal inspection reports.
1.4. The Tank manufacturer’s nameplate and Underwriters Laboratory (UL) nameplate were
observed on the east end of the Tank (Photo 3). The Tank’s manufacture date or
construction standard were not included on the label. The inspector referenced UL 142 as
the Tank’s construction standard for the inspection.
1.5. The Tank was inspected using STI SP001 as the applicable industry standard.
1.6. The Tank foundation was inspected for indications of settlement, cracking, exposed
rebar, and general disrepair. Hairline cracks in the concrete were observed but did not
appear to have compromised the integrity of the concrete. In general, the foundation
appeared to be intact.
