a
e
Delta Funding LTD PTP
Aka Leonard Lynch
23023 S. Santa Fe Road
Riverbank, CALIFORNIA
06/03/98 - Inspection of Bill Lane property on this date revealed that some waste had
been placed on the neighboring property, owned by Leonard lynch.
06/18/99 - The Environmental Health Division (EHD) received a letter from Mr. Alan
Coons, Attorney for Cal State Mortgage. The letter made several comments
with regard to the county's motives in attempting to have the property cleaned
up.
06/26/98 - Researched the property history at The Planning Department. The Lynch and
Lane properties were part of the Snyder Dump prior to being sold and split.
06/29/98 - Steven Mindt and Alan Biederman of the EHD conducted a site inspection.
Alan identified the fence line that Leonard Lynch had indicated was the
property line. This was different from the location Bill Lane had indicated as
the property line. Steve stated that the property needed to be surveyed.
07/24/98 -The EHD sent an abatement letter to Delta Funding.
10/06/98 - Meeting with Dee Anne Watkins and Robin Drivon of County Counsel; Jack
and Elsie Merenda of Prudential Real Estate; Alan Coons, Attorney for Cal
State Mortgage; Jerry Oberhelman of the CIWMB; Mike Huggins, Robert
McClellon, and Steve Mindt of EHD. The meeting was held to discuss the
status of the site.
10/13/98 -Forwarded inspection reports to Tom Walker of the CIWMB.
11/06/98 - Received letter from Alan Coons, Attorney for Cal State Mortgage. The letter
documented a telephone conversation between Alan Coons and Dee Anne
Watkins. The letter indicated that Cal State Mortgage would not complete any
of the requested items (surveying lot or removing solid waste and debris).
The letter argued that all of the requests and concerns over the site being used
as a recent dump were not necessary.
12/30/98 — An EHD letter mailed to Alan Coons, Attorney for Cal State Mortgage. The
letter directed Cal State Mortgage to identify all property lines and requested a
joint inspection to identify all solid waste to be removed from the surface of
the ground. The letter indicated that further investigation would be conducted
to determine the extent of the burial of solid waste on the property.
02/08/99 - Steve Mindt was onsite for follow-up inspection. No compliance noted.
