• Observing the exterior of ASTs,pipes,and other equipment for signs of deterioration,leaks,corrosion,and <br /> thinning. <br /> • Observing tank foundations and supports for signs of instability or excessive settlement. <br /> • Observing the tank fill and discharge pipes for signs of poor connection that could cause a discharge,and tank vent <br /> for obstructions and proper operation. <br /> • Verifying the proper functioning of overfill prevention systems. <br /> • Observing containment berms condition(i.e.,free of cracks,holes or other defects that may compromise berm <br /> integrity). <br /> • Inspecting secondary containment structures for the presence of liquids(oil,precipitation,etc.),and ensuring that, <br /> if liquids are present,they are removed promptly. <br /> • Evidence of spillage or leakage on concrete surfaces and ground surfaces. <br /> • Observing containers used for oil storage for deterioration and maintenance needs. <br /> • Checking the inventory of spill kits and restocking as needed. <br /> 8.2 MONTHLY INSPECTIONS <br /> Monthly SPCC Plan inspections will be conducted by the Facility owner-approved inspector. The monthly inspection <br /> complements the daily inspections described above and are performed using the checklist provided in Appendix C— <br /> Monthly Inspection Checklist. The monthly inspections cover the following key elements: <br /> • Observe above ground tanks,pumps,and pipelines for signs of abrasion,damage,or deterioration(e.g.,pitted or <br /> severely rusted steel,bowing of pipe between supports,or other deterioration),and assess if there is any oil leakage <br /> from valves,gaskets,fittings,tank seams,rivets,bolts,flange joints,or expansion joints. <br /> • Confirm that valves on the discharge piping from catch basins and floor drains in the secondary containment <br /> systems are closed and locked. <br /> • Inspect floor and walls of dikes that act as secondary containment for cracks,gaps between expansion joints, <br /> differential settlement,and damage caused by vegetation. <br /> • Determine if water has accumulated in secondary containment systems and assess if water needs to be drained. <br /> • Confirm that tank fill pipes are capped or blank-flanged when not in use. <br /> 8-2 202204_DTEStockton-SPCC_RPT.docx <br />
